The Tactical Sourcing Specialist at Planned Parenthood Federation of America (PPFA) is crucial for efficient procurement of goods and services. This role involves executing day-to-day sourcing activities, ensuring timely and cost-effective acquisitions, and managing the end-to-end sourcing process. Responsibilities include supplier discovery, conducting RFQs/RFPs, negotiating terms, processing purchase orders, and ensuring compliance with procurement policies. This individual will report to a Procurement & Contracts Specialist on the Procurement team within the Finance division of PPFA, which partners across the organization to optimize total cost of ownership, mitigate risk, and support mission-advancing operations.<h3 class="text-xl md:text-2xl font-bold mt-8 mb-3 text-gray-800">Purpose:</h3>The Tactical Sourcing Specialist plays a crucial role in the efficient procurement of goods and services necessary for PPFA’s operations. This position focuses on executing day-to-day sourcing activities and ensuring the timely and cost-effective acquisition of services and goods. Responsibilities include discovering potential suppliers, conducting requests for quotations (RFQs) and proposals (RFPs) for assigned categories, negotiating pricing and agreement terms with vendors, and processing purchase orders. The Tactical Sourcing Specialist will support stakeholder requirements, ensure compliance with Procurement policies, and contribute to achieving best value for the organization.<h3 class="text-xl md:text-2xl font-bold mt-8 mb-3 text-gray-800">Engagement:</h3><ul class="list-disc list-inside my-5 pl-5 space-y-2 text-gray-700"><li class="leading-relaxed">Collaborate with internal departments (e.g. Finance, Tech, Programs, Affiliates) to understand their purchasing needs, specifications, and timelines for tactical buys.</li><li class="leading-relaxed">Serve as a primary point of contact for supplier communications related to specific sourcing events, orders, and operational issues.</li><li class="leading-relaxed">Support the Procurement team in implementing sourcing strategies by executing defined tactical buying processes.</li><li class="leading-relaxed">Build and maintain effective working relationships with internal stakeholders and suppliers to ensure smooth Procurement operations.</li><li class="leading-relaxed">Assist in educating internal users on Procurement processes and systems.</li></ul><h3 class="text-xl md:text-2xl font-bold mt-8 mb-3 text-gray-800">Delivery:</h3><ul class="list-disc list-inside my-5 pl-5 space-y-2 text-gray-700"><li class="leading-relaxed">Manage the end-to-end tactical sourcing process for assigned goods and services, including supplier discovery, requirements gathering, and market assessment for specific needs.</li><li class="leading-relaxed">Develop and issue RFQs, RFPs, and RFIs for tactical purchases; analyze supplier responses, and make recommendations for awards.</li><li class="leading-relaxed">Negotiate pricing, payment terms, delivery schedules, and other contractual terms with suppliers to achieve favorable outcomes and secure best value.</li><li class="leading-relaxed">Create and manage purchase orders in the procurement system, ensuring accuracy and compliance with established contracts and policies.</li><li class="leading-relaxed">Monitor supplier performance for tactical buys, address and resolve issues related to order discrepancies, quality, and delivery.</li><li class="leading-relaxed">Maintain accurate and organized procurement records, including supplier information, quotes, purchase orders, and contract details.</li><li class="leading-relaxed">Identify opportunities for cost savings and process improvements within the tactical sourcing scope and contribute to their realization.</li><li class="leading-relaxed">Support the analysis of spend data to identify opportunities for consolidating purchases or improving terms.</li><li class="leading-relaxed">Ensure compliance with PPFA’s procurement policies, ethical standards, and any applicable regulations.</li><li class="leading-relaxed">Other duties as assigned.</li></ul><h3 class="text-xl md:text-2xl font-bold mt-8 mb-3 text-gray-800">Knowledge, Skills and Abilities (KSAs):</h3><ul class="list-disc list-inside my-5 pl-5 space-y-2 text-gray-700"><li class="leading-relaxed">Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field, or equivalent practical experience is required.</li><li class="leading-relaxed">At least 3 years of experience in a procurement, purchasing, or tactical sourcing role is required.</li><li class="leading-relaxed">Demonstrated experience in supplier discovery, running RFQ/RFP processes, and negotiating pricing and terms for goods and services</li><li class="leading-relaxed">Strong understanding of procure-to-pay (P2P) processes and best practices</li><li class="leading-relaxed">Proficiency in using procurement software, ERP systems (e.g., Oracle, SAP, Workday), and Microsoft Office Suite (especially Excel)</li><li class="leading-relaxed">Excellent organizational skills with a keen attention to detail and the ability to manage multiple priorities effectively</li><li class="leading-relaxed">Strong communication (written and verbal) and interpersonal skills with an ability to interact professionally with diverse stakeholders and suppliers</li><li class="leading-relaxed">Analytical and problem-solving skills with the ability to assess options and make sound procurement decisions</li><li class="leading-relaxed">Ability to work independently as well as collaboratively within a team environment</li><li class="leading-relaxed">Commitment to process improvement and delivering high-quality results</li><li class="leading-relaxed">Procurement-related certification (e.g., CPSM, CSCP, C.P.M.) is a plus but not required.</li></ul>Total offer package to include generous vacation + sick leave + paid holidays, individual/family provided medical, dental and vision benefits effective day 1, life insurance, short/long term disability, paid family leave and 401k.
