Job Summary
Thales Alenia Space, through its Navigation France Domain, is the prime contractor for the SBAS mission ground segment for EGNOS V2. The program management involves a team of approximately 100 people overseeing about 10 industrial subcontractors. The role focuses on managing proposals for contractual amendments (B0 to B1 offers from <€5M to €50M) on existing contracts, and for more complex SBAS/EGNOS competitive bids (up to B2). Key missions include defining winning response strategies, organizing and executing bids, ensuring competitiveness, managing partner relations, identifying risks, and supporting negotiations with clients.
Must Have
- Contribute to defining the winning response strategy (price, costs, industrial setup, technical content, innovation).
- Organize and execute the offer (planning, costs) in compliance with internal processes and best practices, and according to the capture strategy defined by the capture leader.
- Guarantee the competitiveness of the offer and propose alternatives.
- Manage relations with partners, in close collaboration with purchasing.
- Identify and mitigate risks, estimate provisions for residual risks.
- Pilot bid planning by leading internal reviews and producing summaries of cost elements and risks/opportunities for the different Gates.
- Ensure the quality and compliance of offer documentation within the given deadlines.
- Support and negotiate the offer with clients in coordination with the commercial teams and the Program team.
- Master's degree (BAC+5) in system engineering, software or related field.
- Confirmed experience in non-recurrent ground systems with predominant software.
- Good knowledge of satellite navigation principles.
- Initial experience in bid and project management.
- Fluent English, written and spoken.

Your daily life
The Toulouse Champollion site brings together activities related to satellite system engineering, the design and production of payloads, the development and qualification of ground segments. It includes a research center and an industrial accelerator for start-ups and ventures, as well as activities dedicated to low-temperature science, specifically the development and production of micromechanical coolers for demanding markets.
Thales Alenia Space, through the Navigation France Domain, is the prime contractor for the SBAS mission ground segment for EGNOS V2 in collaboration with EUSPA (EU Agency for the Space Programme).
The program management is carried out by a team of approximately 100 people who oversee the work of about 10 industrial subcontractors (second-tier subcontractors).
The team is organized around 2 main activities:
- The development and delivery of segment evolutions enabling the deployment of new EGNOS services and the management of major obsolescences.
- The maintenance of the EGNOS system.
In direct liaison with the SBAS program manager and commercial teams, you are responsible for managing proposals for contractual amendments (B0 to B1 offers from <€5M to €50M) on existing contracts, as well as for more complex SBAS/EGNOS competitive bids (up to B2).

Your Profile:
