World Relief is implementing a title II food assistance program in partnership with Catholic Relief Service (CRS) in West and Central Darfur states of Sudan. The commodity and logistics manager will be responsible for the direct oversight of the project support function and commodity management This role is responsible for establishing accurate commodity tracking systems, managing risks (including fraud and corruption), managing the transport, storage, and distribution of food commodities and will be responsible for the review and consolidation of all status reports as required by USAID. S/he will be responsible for analyzing commodity losses; consolidation of required documentation related to commodities in line with USAID procedures; and review all field, site monitoring reports to ensure proper follow-up and ensuring accountability throughout the supply chain. Non-accompanied Position.

Role & Responsibilities

    • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

    • Commodity Management
    • Establish system and procedures of supply chain management the WR Sudan cross-border title II food management. 
    • Understand need for operational relationships (coordination) with other functions within and outside the organization (partner organization, government, donor and UN agencies).
    • Establish WRS Commodity Management manuals or guides
    • Understand USAID’s compliance and its implications and mitigate organization’s risk and maintain reputation.
    • Conduct performance review of the supply chain and commodity management to determine areas of potential risk and recommend appropriate solution.
    • Establish a system to submit accurate and timely reporting to the implementing partner and WR home office, which includes Commodity Status Report (CSR), Recipient Status Report (RSR, Loss Status Report (LSR), Damage and Misused Commodity Report (DMCR). Commodity Receipt Report (CRR).
    • Prepare and analyze the food commodity pipeline 
    • Establish a performance monitoring system for service providers, such as the transporter, the labor contractor, the clearing and forwarding agent, and surveyor. 

    • Warehouse Operations
    • Establish safety and security procedures for the warehouse and staff.
    • Determine requirements for the set-up of warehouses, including the provision and maintenance of handling, storage, and safety equipment and establish safety and security procedures for the warehouse and Commodity Management staff.
    • Draw up the warehouse layout and establish procedures for smooth receipt, storage, and dispatch of commodities. Monitor food quality and adhere to warehousing best practices, including good housekeeping, ventilation, and use of pallets, proper stacking, fumigation, and rodent control.
    • Establish warehouse internal control systems to avoid commodity pilferage and unwarranted losses.
    • Hire and train staff to manage warehouse operations.
    • Ensure record keeping, commodity accounting, and reporting systems.
    • Practice integrated pest management, including preventive and corrective measures.
    • Monitor food quality and arrange monthly physical inventory count conducted by individuals not directly associated with food commodity handling. Those individuals can be admin, finance staff etc. 

    • Internal Transport Management
    • Determine and periodically assess transport needs for delivery of commodities to secondary warehouses and/or final distribution points, including modes of transport and identification of primary and secondary transporter, where applicable.
    • Identify constraints and determine routing for delivery of commodities while obtaining optimal use of resources.
    • Develop and introduce controls mechanism to minimize/mitigate transit and other handling losses. 
    • Develop and introduce systems to manage reverse logistics of undistributed food from participating school to the warehouse for efficient commodity accounting and management.
    • Monitor and analyze performance of transport providers. 

    • Inventory Management and Control
    • Establish and implement the Generally Accepted Commodity Accountability Principles (GACAP) at all levels of the food commodity management.
    • Monitor stock movement and analyze, verify, and reconcile stock records in commodity management systems and as per donor regulations.
    • Organize and retain commodity records according to donor guidelines and organization policies.
    • Review loss handling and documentation and institute systems to mitigate losses, including disposal of unfit commodities.
    • Introduce appropriate internal control mechanisms for management of food and nonfood commodity inventory that includes segregation of responsibilities.

Knowledge, Skills, & Abilities

    • Masters in humanitarian operations, Social Sciences, Economics, Business Administration and Logistics Management or related field
    • Successful track record of leading USAID or other US Government-funded projects preferred
    • Extensive experience and/or technical knowledge in designing, managing food assistance/food aid projects.
    • Proven experience managing teams in complex environments
    • Excellent management and leadership skills: experience working in a supervisory position with a team structure in a multi-national, multi-cultural environment and building good and healthy working relations and environment/s.
    • Excellent interpersonal and written and oral presentation skills.
    • Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed. 
    • Experience of working in Eastern Chad and Darfur

·         Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read application information.
·         The employee frequently is required to sit, reach with hands and arms, talk and hear.
 
WORK ENVIRONMENT: 
 
·         General office setting. World Relief also offers hybrid and remote schedules for limited positions.
·         Great lengths of time working on computer, reading from computer screen, entering information, standing at copier or fax machine, and some time on the phone or in virtual meetings may be required.
·         Year-end archiving activities involve repeated lifting and bending.
·         Physical, emotional and intellectual demands
