Job Description

WRI Brazil is looking for a Contracts Compliance Analyst to support the Restaura Biomas Program, a project in partnership with Conservation International and the Global Environment Facility (GEF). This role involves executing and monitoring purchasing and contracting processes, ensuring compliance with internal policies, donor guidelines, and legal norms. The analyst will technically support acquisition stages, focusing on procedural and documentary validation for efficiency and transparency. Collaboration with legal, finance, and technical teams is key to cost control, quality, and institutional objectives.
Must have:
  • Execute and validate contracting processes, ensuring compliance with institutional policies and donor requirements
  • Verify adherence of Terms of Reference (TdR), Quotation Requests (RdC), Proposal Requests (RdP), and evaluation matrices with internal and donor norms
  • Analyze risks associated with contracts and suggest preventive or corrective measures
  • Support, monitor, and execute the annual purchasing plan for projects
  • Participate in the analysis and selection stages of proposals with the technical team and external partners
  • Support and train technical teams of external partners regarding purchasing and acquisition norms and practices
  • Monitor contract execution, ensuring that deadlines, deliveries, and contractual conditions are met
  • Support the analysis of accountability documents and contractual deliveries
  • Support internal teams on contracting and compliance procedures
  • Support the process of selecting and evaluating suppliers based on technical, legal, and reputational criteria
  • Assist in maintaining an updated and structured registry of suppliers, partners, and contracts
  • Contribute to the construction and continuous improvement of purchasing and contracting flows and manuals
  • Support internal and external audits related to acquisition and service provision processes
  • Promote good practices of ethics, integrity, and transparency in the processes under their responsibility
  • Graduation in Administration, Public Policy Management (bids and public notices) or related areas
  • Experience in purchasing processes and procedures, contracting, internal audit, preferably in the non-profit sector or projects financed by international public organizations
  • Knowledge of compliance standards, internal control, bids, public notices, and contract management
  • Intermediate English
Good to have:
  • Familiarity with international donor regulations (GEF, UN, multilateral banks, etc.) is a plus
  • Proficiency in management tools like Excel, ERPs, and Power BI – will be a plus

WRI Brazil is looking for a professional to act as a Contracts Compliance Analyst to support the Restaura Biomas Program, a project developed in partnership with Conservation International as a partner agency of the Global Environment Facility (GEF). WRI Brazil acts as the executing agency, while the Ministry of Environment (MMA) is the governmental partner, contributing to the implementation of the National Policy for Native Vegetation Recovery (PROVEG). The program aims to meet the requirements and objectives aligned with WRI Brazil's strategy and the Union for Restoration.

The Restaura Biomas is part of the Integrated Ecosystem Restoration Program, a global GEF initiative covering 20 countries and with over 200 million dollars allocated to ecological restoration.

This person will be responsible for executing and monitoring purchasing and contracting processes, ensuring compliance with internal policies, donor guidelines, and applicable legal norms. They should technically support the stages of the acquisition process for goods and services, focusing on procedural and documentary validation, contributing to the efficiency, integrity, and transparency of operations. They will work in collaboration with technical, legal, financial areas, and suppliers, contributing to cost control, quality, and fulfillment of institutional objectives. The role involves close collaboration with support teams such as legal and financial.

Main activities and/or responsibilities

Compliance and Validation of Purchasing and Contracting Processes

  • Execute and validate contracting processes, from request to contract formalization (purchasing planning, market research, evaluation and selection of service providers and suppliers), ensuring compliance with institutional policies and donor requirements.
  • Verify the adherence of Terms of Reference (TdR), Quotation Requests (RdC), Proposal Requests (RdP), and comparison and evaluation matrices with internal and donor norms, policies, and guidelines.
  • Analyze risks associated with contracts and suggest preventive or corrective measures.
  • Support, monitor, and execute the annual purchasing plan for projects, by conducting contracting requests, dissemination, proposal evaluation, and support in selection processes, in accordance with operational guidelines and policies and specificities of external clients (donors, partners, stakeholders).
  • Participate in the analysis and selection stages of proposals, together with the project's technical team and external partners.
  • Support and train technical teams of external partners regarding purchasing and acquisition norms and practices.

Contract and Service Provision Monitoring

  • Monitor contract execution, ensuring that deadlines, deliveries, and contractual conditions are met.
  • Support the analysis of accountability documents and contractual deliveries.

Relationship with Suppliers and Internal Teams

  • Support internal teams on contracting and compliance procedures.
  • Support the process of selecting and evaluating suppliers, based on technical, legal, and reputational criteria.
  • Assist in maintaining an updated and structured registry of suppliers, partners, and contracts.

Governance, Risks, and Good Practices

  • Contribute to the construction and continuous improvement of purchasing and contracting flows and manuals.
  • Support internal and external audits related to acquisition and service provision processes.
  • Promote good practices of ethics, integrity, and transparency in the processes under their responsibility.

Required Qualifications

  • Degree in Administration, Public Policy Management (bids and public notices) or related areas;
  • Experience in purchasing processes and procedures, contracting, internal audit, preferably in the non-profit sector or projects financed by international public organizations;
  • Knowledge of compliance standards, internal control, bids, public notices, and contract management;
  • Familiarity with international donor regulations (GEF, UN, multilateral banks, etc.) is a plus;
  • Proficiency in management tools like Excel, ERPs, and Power BI – will be a plus;
  • Good analytical capacity, organization, proactivity, and attention to detail;
  • Intermediate English.
