AECOM is seeking a Lead Arterial Operator to oversee operations staff monitoring state arterial roadways in FDOT District 1. Responsibilities include direct management of arterial performance, identifying and rectifying operational issues, monitoring traffic signals and systems using various technologies, implementing signal adjustments, and coordinating with various agencies. The role involves data entry, logging activities, equipment fault tracking, and training junior operators, ensuring adherence to District 1 TMC Operations SOP.
Must have:
  • Oversee operations staff monitoring state arterial roadways.
  • Manage arterial performance and rectify operational issues.
  • Monitor traffic signal and system operations using ATMS, travel time tools, and CCTV.
  • Implement appropriate signal operational adjustments.
  • Identify traffic congestion and implement mitigation measures.
  • Enter events, congestion, and detour routes into SunGuide software.
  • Disseminate information using ITS devices and Florida 511.
  • Log all activities into Arterial Operator event logs.
  • Detect, confirm, and track equipment faults.
  • Perform daily Arterial ITS infrastructure checks.
  • Coordinate with STMC/RTMC and other operations management personnel.
  • Produce daily shift, equipment malfunction, activity, and phone logs.
  • Provide oversight, supervision, and direction to Arterial Operators.
  • Collaborate on complex signal operation plans.
  • Assist in training new Arterial Operators.
  • Develop signal timing plans.
  • Perform FREEWAY Operator duties as needed.
  • Coordinate with IT Consultants, ITS maintenance, and contractor staff.
  • Follow FDOT District 1 TMC Operations SOP.
  • HS/GED Equivalent + 2 or more years prior experience as Traffic Monitoring Operator.
  • Ability to operate software platforms and web-based applications.
  • Ability to monitor Intelligent Transportation Systems (CCTV, ramp meters, radio broadcasts).
  • Ability to communicate with staff or partnering agencies.
Good to have:
  • IMSA Level 2 Traffic Signal Field Technician certification.
  • Previous experience in call center, customer service, 911 Operator, or dispatching.
  • Ability to meet high customer service expectations.
  • Experience in leading, mentoring, and evaluating personnel.
  • Ability to work calmly and professionally in a fast-paced environment.
  • Experience with heavy telephone, radio, and computer usage.
  • Effective oral and written communications skills.
  • Ability to prepare detailed technical reports with non-technical summaries.
  • Knowledge of SunGuide Software and related systems.
  • Knowledge of Traffic Signal Central System applications.
  • Ability to interpret geographic information on maps.
  • Knowledge of interstates and state routes throughout Florida.

Job Description

AECOM is seeking Lead Arterial Operators based in the Bradenton.

Lead Arterial Operators are responsible for overseeing operations staff who monitor the state arterial roadways in the areas covered by FDOT District 1 and possess a strong familiarity of the District’s arterial network. There are 1st and 2nd shift opportunities.

Among other tasks, Lead Arterial Operators’ responsibilities include:

  • The Lead Arterial Operator is responsible for the direct management of arterial performance, discovery of operational issues and the rectification of those issues. The Lead Arterial Operator is stationed within the STMC, interacting with the freeway team to ultimately provide a seamless oversight of the District’s arterial roadway facilities.
  • Manage arterial operations in accordance with the District 1 TMC Operations SOP.
  • Monitors the status of traffic signal and system operations, arterial corridor congestion, traffic flow etc. by technology tools, including advanced traffic management systems, travel time monitoring tools, and CCTV cameras.
  • Transmits event information to appropriate personnel.
  • Implement appropriate signal operational adjustments under the guidance and supervision of Arterial Operation Engineer.
  • Identifies traffic congestion along the arterial network, based on pre-defined performance measures, then developing and implementing traffic mitigation measures in a timely manner.
  • Continuously monitor signal and system operation through CCTV cameras, Central Signal System Applications, real-time traffic data applications/websites to proactively identify intersection/signal operation issues rather than reactive after complaints received from others, and coordinate signal operation changes with the arterial operations engineers to improve operation and safety at signalized intersections and coordinated signal systems.
  • Entering all scheduled and unscheduled events, congestion and detour routes into SunGuide software and disseminating information using ITS devices, associated applications, websites, and Florida 511 (FL511) system, including for major incidents reported to the TMC outside the Arterial coverage area defined under section 4.2.5, in accordance with District 1 TMC Operations SOP.
  • Logs all activities into the Arterial Operator event logs and ensures that the quality of information is complete and concise.
  • Detects, confirms and tracks equipment faults affecting arterial operations.
  • Perform daily Arterial ITS infrastructure checks (CCTVs, DMS, MVDS, Video Wall, etc.) early in the mornings and open IT/ITS device failure tickets for malfunctions detected during the check.
  • Coordinates with STMC/RTMC and other operations management personnel with regard to external agency communications and general control room coordination, and other personnel from signal maintaining agencies to obtain a full understanding of all arterial activity status.
  • Produces daily shift, equipment malfunction, activity and phone logs that shall be disseminated to District management in a structure that shall enable weekly, monthly, and yearly analysis.
  • Provides oversight, supervisor and direction to Arterial Operators
  • Collaborates with Arterial Operations Engineer on complex signal operation plans and adjustments and provides operational input.
  • Assists in the training of new Arterial Operators.
  • Develops signal timing plans under the supervision of Arterial Operations Engineer.
  • Perform FREEWAY Operator duties in accordance with guidelines as well per District 1 TMC Operations SOP, as and when needed.
  • Coordinate with IT Consultants staff, ITS maintenance staff, signal maintaining agency staff and construction contractor staff as and when needed.
  • Follow FDOT District 1 TMC Operations SOP, policies, procedures, guidelines, and preferences.
  • All other tasks assigned by the Department.

Qualifications

Minimum Requirements:

  • HS/GED Equivalent + 2 or more years prior experience as Traffic Monitoring Operator or other relevant experience.
  • Must be able to remain in a stationary position for long periods while monitoring Intelligent Transportation Systems such as CCTV camera displays, ramp meters, law enforcement radio broadcasts, answering/responding to calls, and communicating with other staff or partnering agencies.
  • Ability to operate software platforms and web-based applications.
  • Must pass a state and federal criminal history/security background check; must also successfully complete Florida Department of Transportation fingerprint-based screening.
  • Must pass a pre-employment drug screen.

Preferred Qualifications:

  • Possess IMSA Level 2 Traffic Signal Field Technician certification.
  • Previous experience working in a call center, customer service, 911 Operator, or dispatching environment
  • Demonstrate ability to meet a high level of customer service expectations
  • Experience in leading, mentoring, and evaluating personnel.
  • Ability to work calmly and professionally in a fast-paced, high-pressure environment
  • Previous experience working in a position that includes heavy telephone, radio, and computer usage
  • Effective oral and written communications skills for in-person, radio, and phone conversations
  • Ability to prepare detailed technical reports with understandable non-technical summaries.
  • Knowledge of the SunGuide Software and related systems
  • Knowledge of Traffic Signal Central System applications to review, identify and disseminate signal operation issues
  • Ability to interpret or understand geographic information portrayed on a map and map-based applications
  • Knowledge of interstates and state routes throughout Florida with geographic familiarity with the freeway system and arterial roadway
  • Efficient and accurate data entry skills
