Job Description

Lawrence Livermore National Laboratory is seeking a Senior Project Manager to lead multi-disciplinary teams in Information Technology (IT) projects. This role involves defining project scope, managing costs and schedules, and interacting with program leaders, technical staff, and customers. The manager will be responsible for delivering complex projects, preparing budgets, and communicating project status, working within the LivIT Project Management Office. This position may offer a hybrid schedule.
Must have:
  • Lead and drive various complex projects working in collaboration with various LivIT teams and key stakeholders.
  • Lead and motivate project teams to accomplish complex technical efforts to define scope, requirements, estimate, design, and implement each assigned project.
  • Be responsible for meeting functional criteria, negotiate requirements and limitations, deliver project on schedule and within cost objectives, and conduct project reviews.
  • Prepare, maintain, and manage project management plans, budgets/estimates, project authorization requests, project change control actions, monthly status reports and documentation suitable for audit review both during and after completion of project.
  • Communicate project status to project teams, resolve issues, maintain project file, and recommend addition, expansion, or discontinuance of project scope to ensure successful completion of the project.
  • Develop and deliver project proposals and presentations to a broad audience of customers, stakeholders, and senior managers.
  • Facilitate and build consensus to drive business outcomes for the project.
  • Provide in-depth guidance to technical and non-technical staff to identify and evaluate standards and procedures to improve overall efficiency.
  • Identify and manage potential risks and liabilities of multiple projects.
  • Ability to secure and maintain a U.S. DOE C-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Computer Science, Information Systems or related field, or equivalent combination of education and related experience.
  • Substantial experience working at a National Laboratory in a PMO environment leading enterprise technical initiatives such as service desk modernization, OT/IOT, and AI.
  • Substantial experience with LLNL policies and procedures for project initiation, execution, and security compliance.
  • Professional certifications in related areas such as the Project Management Professional (PMP) designation from the Project Management Institute (PMI), or equivalent certification, or equivalent level of experience.
  • Highly advanced technical leadership skills and experience which required interactions with subject matter experts, cross-organizational stakeholders, and senior management.
  • Substantial experience leading complex, high-value technical projects and experience leading in situations without formal authority, resolving complex problems and developing, planning, and coordinating solution delivery.
  • Expert experience applying project management principles and problem-solving, conflict resolution, persuasion, negotiation, and consensus-building skills and independent judgement to ensure milestones and deliverables are met.
  • Proven ability to work and lead a team under multiple complex and tight deadlines.
  • Skilled in generating and maintaining successful and effective working relationships with a broad cross-section of management, technical, and administrative personnel.
  • Highly advanced experience leading change and mentoring various levels of staff, including technicians, engineers, and managers through the project management process.
  • Expert verbal and written communication, facilitation, collaboration, and presentation skills required to effectively present, explain, and advise senior management and external regulators.
Good to have:
  • Scrum master certification or equivalent certification, or equivalent level of experience.
  • Experience leveraging Agile project management.
  • Experience with Atlassian Toolset (Jira, Confluence) and ServiceNow.

Job Description

We are looking for a Senior Project Manager to lead multi-disciplinary teams in Information Technology (IT) projects to deliver complex projects, and interact with Program Leaders, Associate Program Leaders, Technical Staff. Additionally, you will work with customers including steering committees and project review panels to define project scope, project management approaches, cost, schedule, and to execute and report status of projects. You will take programmatic direction from the Livermore Information Technology (LivIT) Project Management Office (PMO), in support of the Office of the Chief Information Officer (OCIO). This position will be in the EAS division within the Computing Directorate.

Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.

You will

Position Information

This is a Flexible Term appointment, which is for a definite period not to exceed six years. If final candidate is a Career Indefinite employee, Career Indefinite status may be maintained (should funding allow).
