Job Description

Saronic Technologies is seeking an Alternate Facility Security Officer to assist the FSO in implementing comprehensive security policies and procedures. This role involves managing government classified information, personnel and physical security, operational security, and facility safety. Key responsibilities include document control, maintaining accountability for classified materials, and assuming FSO duties in their absence. The position requires in-depth knowledge of 32 CFR Part 117 (NISPOM Rule) and other relevant government regulations, ensuring compliance and robust security operations for the Department of Defense.
Must have:
  • Manage personnel and physical security operations.
  • Implement security program using risk-management approach.
  • Process and protect PII and sensitive information.
  • Enforce CUI security requirements in federal contracts.
  • Review Program Protection Plans and provide technical insight.
  • Write Policy and Guidebooks for Program Protection Plan.
  • Prepare, maintain, and protect official auditable records.
  • Manage access for vendors, consultants, and contractors.
  • Interact with business units, senior management, government representatives.
  • Liaison with law enforcement and emergency personnel.
  • Interpret, administer, develop, and communicate security policies.
  • Provide continuing security education and training programs.
  • Manage foreign travel security and reporting programs.
  • Track security clearance investigations and perform DISS/eQIP admin.
  • Provide security briefings, debriefings, and awareness training.
  • Process badge requests and update physical security systems.
  • Review DD254 contracts and screen security forms (SF86, SF85).
  • Conduct annual self-inspections for facility and SCIFs.
Good to have:
  • Industrial Security Professional (ISP) certification
  • Prior experience building out/accrediting and maintaining a SCIF
  • Experience with the implementation of CMMC policies

Under the direction of the Director Security and Corporate Facility Security Officer, this Alternate Facility Security Officer (A/FSO) position entails a comprehensive range of security responsibilities. The role involves assisting the Facility Security Officer (FSO) in implementing security policies and procedures related to government classified information, personnel security, physical security, operational security, and facility safety. This position is also responsible for document control by maintaining accountability for classified documents and hard drives. The A/FSO must take on the responsibilities of the FSO in their absence. The Alternate Facility Security Officer must possess an in-depth working knowledge of 32 CFR Part 117 (NISPOM Rule) requirements and other pertinent government regulations.

Responsibilities:

  • Responsible for all personnel and physical security operations to include but not limited to onsite facilities, offsite and remote locations.
  • Use a risk-management based approach for the implementation of the security program.
  • Process and protect personally identifiable information (PII) and other sensitive, personal information with regards to reporting responsibilities in a professional manner.
  • Enforce Controlled Unclassified Information (CUI) security requirements embedded in our federal contracts, related to federal client-designated CUI/sensitive information and personnel security program requirements.
  • Review Program Protection Plans and provide technical insight on any necessary additions or improvements as required.
  • Write Policy and Guidebooks pertaining to the Program Protection Plan to include templates, technical guidance, and overall PPP management.
  • Prepare, maintain, and protect official records auditable by U.S. Government representatives.
  • Manage access of support vendors, consultants, and contactors to facilities.
  • Interact with functional business units, senior management, and government representatives.
  • Liaison with local and federal law enforcement, federal investigators, and emergency response personnel where necessary.
  • Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes, procedures and training.
  • Provide continuing education and training programs such as briefings and newsletters.
  • Manage foreign travel security and reporting programs in an effective manner for employees that travel frequently to various locations
  • Track security clearance investigations and perform administrative support functions to include DISS and eQIP administration and outgoing visit requests.
  • Provide security briefings, debriefings, and awareness training for site personnel.
  • Process necessary badge requests for employees and update physical security control systems.
  • Review the details and requirements issued in formal DD254 contracts Review of required forms, process and screen security forms (SF86, SF85) of various background investigations, and associated paperwork for accuracy.
  • Conduct annual self-inspections for the entire facility as well as any Sensitive Compartmented Information Facilities (SCIF).

Qualifications:

  • Top Secret/SCI clearance is required.
  • Minimum of 1-3 years of experience performing security duties in an environment subject to NISP guidance and DCSA background investigations.
  • Professional experience as an FSO or CPSO and a proven track record of managing a highly successful NISP program.
  • Experience with applying for and establishing Industrial Facility Clearance (FCL) thru DCSA is required.
  • Demonstrated leadership, communication, and interpersonal skills required as well as strong analytical ability leading to exemplary execution.
  • Mastery of the National Industrial Security Program Operating Manual (NISPOM) and COMSEC.
  • The ability to solve complex challenges independently in compliance with written and verbal guidance is required.
  • Ability to conduct investigations objectively and professionally regarding sensitive issues.
  • Fully competent in using various software and systems including MS Suite, Intrusion Detection/Camera Systems, Access Readers and Badging Software.
  • Completion of all Defense Security Service FSO training requirements.

PREFERRED EXPERIENCE

  • Industrial Security Professional (ISP) certification.
  • Prior experience building out/accrediting and maintaining a SCIF.
  • Experience with the implementation of CMMC policies.
  • ITAR and Export Control knowledge.
