Illumina is seeking an Associate Director of Global Trade Compliance (GTC) to lead efficient and robust trade advisory and operational delivery. This role involves leading teams across the EU, China, Singapore, and the USA, acting as a thought leader and subject matter expert to maintain and improve GTC through best practices and automation. The position requires building global teams, creating policy, and executing in partnership with legal, finance, commercial, and global operations. Responsibilities include developing and implementing a multi-year roadmap for trade efficiency and compliance, owning global trade policy, processes, systems, and key performance indicators, and initiating programs for continuous improvement and scaling of trade operations. The role also involves advising business leaders on expanding into international markets, driving trade compliance risk management strategies, establishing export & import compliance processes, managing a global duty budget of approximately $60 million, and leading trade-related continuous improvement initiatives. The Associate Director will collaborate with stakeholders to classify products, define trade terms, manage relationships with third-party providers, lead trade compliance training creation and delivery, and build a highly effective global team of 15-20 professionals.

The Associate Director of Global Trade Compliance (GTC) is responsible for leading efficient, robust and resilient trade advisory and operational delivery.  Leading teams in EU, China, Singapore and the USA, this person is a thought-leader and a proven industry SME who maintains and continuously improves GTC via best practices and automation. This person builds great global teams by hiring, developing, and retaining a high quality, motivated team and leads the GTC strategy, creates policy and executes in close business partnership with legal, finance, commercial, and global operations.

Responsibilities:

  • Operate under the direction and supervision of the Snr Director, Global Supply Chain Logistics.
  • Develop and implement a multi-year roadmap to maintain and improve trade efficiency and compliance.
  • Owner for global trade policy, process, systems and key performance indicators.
  • Initiate and lead programs that continuously improve and scale trade operations processes as our business grows.
  • Collaborate with and advise business leaders to expand the business in international markets.
  • Drive trade compliance risk management strategies, processes, and mitigations, consistent with requirements of all countries and regions in which the Company transacts business.
  • Establish export & import compliance processes to comply with domestic and foreign laws.
  • Establish positive relationships with regulatory agencies, monitor regulatory changes, provide expert advice, and apply them to the company’s international trade strategies.
  • Manage a global duty budget of c$60M and an administrative budget of > $5M annually.
  • Lead trade related continuous improvement – driving high customer satisfaction & lowering YoY operating costs.
  • Collaborate with stakeholders to establish processes and procedures to classify products and define trade terms.
  • Relationship and contract lead for 3rd party providers globally, e.g. brokers, consultants, trade service companies.
  • Lead the creation and delivery of trade compliance training.
  • Build, develop and retain a highly effective & engaged global team of 15-20. Directly team of 5 to 8 direct reports.
  • Ensure Global Trade SOP’s and policies are current, effective, well communicated and trained.
  • Ensure that the Global Trade organization is compliant with the Quality Management System, and ISO 13485.

Requirements:

  • Analytically strong: strong skills to turn data into solution-based stories and plans.
  • An excellent collaborator: able to work with regions & multiple functions to create value-add outcomes.
  • Self-starter: with the ability to prioritize multiple tasks and maintain flexibility in a fast-paced environment.
  • Strong business acumen: able to navigate and simplify data, finance & commercial needs to present with clarity. 
  • An influential leader: able to produce strong results whilst navigating a matrixed organization efficiently.
  • An international trade subject matter expert: Advanced knowledge of Global Trade Compliance is essential.

Education & Experience:

  • Bachelor's degree or equivalent. Advanced degree (MA, MBA, International Trade) is an advantage.
  • Minimum 10 years in people management roles.
  • Minimum 12 years in Global Trade Compliance roles.
  • Extensive experience in international trade with a good understanding of US import/export regulations.
  • Comprehensive knowledge of global trade regulations.
  • Subject matter expertise in country-of-origin determination, valuation, and classification.
  • Experience in life science or medical device industry considered a plus.
  • Direct experience of working with SAP GTS is an advantage.
  • Excellent verbal and written communication skills, judgement, creativity, flexibility.
  • Experience engaging cross-functionally and collaboratively to develop and implement compliance programs.
