Qualcomm Government Technologies (QGOV) seeks a results-oriented junior Program Manager to manage small projects and support senior PMs on complex government programs. The ideal candidate is a self-starter with program management and technical background, capable of managing schedules, finances, contracts, and technical details. Responsibilities include driving schedules, leading reviews, creating documents, leading proposals, understanding program scope, and managing risks. Excellent communication and proven project management skills are essential, including experience with GANTT charts or Agile tools like JIRA, Scrum, and Kanban. Must be a U.S. citizen eligible for security clearance.
Must have:
  • U.S. citizen and eligible for U.S. Government security clearance.
  • Bachelor's degree in Engineering, Computer Science, or related field.
  • 2+ years of Program Management or related work experience.
  • Support lead Program Managers for successful program execution.
  • Prepare, maintain, and drive project schedules to milestones.
  • Support or lead internal/customer program reviews.
  • Create presentations, reports, and contract documents.
  • Lead proposal teams for estimates and RFP responses.
  • Understand program scope, requirements, and interdependencies.
  • Communicate program status, schedule, and risks to stakeholders.
  • Interface with internal functional groups for program objectives.
  • Ensure successful program execution.
  • Proven program/project management skills with timely delivery.
  • Track record of successful technical project management.
  • Experience with GANTT charts or Agile tools like JIRA, Scrum, Kanban.
  • Meet eligibility for classified information access.

Qualcomm Government Technologies (QGOV) is a unique division within Qualcomm that partners with the U.S. Government to bring the latest in new and innovative commercial technologies to the government space. QGOV is seeking a results-oriented junior Program Manager to manage small projects and provide direct support to more senior Program Managers (PMs) in managing multiple complex government programs.

The ideal candidate is an outstanding team player, self-starter, and can thrive in an ambiguous, fast-paced technical environment. This individual has both a program management and technical background, is capable of simultaneously managing multiple project schedules and understands financial, contractual and technical details. Excellent oral and written communication skills are critical, including the ability to effectively present programmatic, risk and technical summaries to diverse audiences.

Key responsibilities include: Provide support to lead PMs as needed to ensure successful program execution. Prepare, maintain and drive schedules to milestones. Prepare for, support or lead internal or customer program reviews. Create presentations, write reports and develop other contract deliverable documents. Lead proposal teams to develop estimates and prepare responses to customer RFPs. Understand the scope, requirements, and interdependencies of assigned programs. Establish regular communications with upper management and other stakeholders regarding program status, schedule trends, risk management, mitigation and recovery actions. Interface with Engineering, Contracts, Finance, Procurement, Mission Development and other internal functional groups as required to accomplish program objectives. In general, perform whatever duties are necessary to ensure successful program execution.

A successful applicant must have excellent interpersonal, teamwork and organizational skills, as well as proven program/project management skills with an emphasis on timely delivery and a track record of successful management of technical projects. Be prepared to discuss project approach and execution strategies, including but not limited to, tracking projects in GANTT charts and/or implementation of Agile tracking tools/methodologies such as JIRA, Scrum or Kanban.

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.

Minimum Qualifications:

• Bachelor's degree in Engineering, Computer Science, or related field.

• 2+ years of Program Management or related work experience.

Preferred Qualifications

· A current or recent Top Secret (TS/SI) security clearance

· Master's degree in engineering, Computer Science, or related field.

· 3-5 years of experience in Program/Project Management.

· Strong working knowledge of Microsoft Project and other Microsoft Office application

· Hands-on scheduling proficiency using GANTT charts or Agile tools/methodologies

  • Experience with:
  • Government contracting and classified government programs
  • Confluence, JIRA tool suite and Agile (Scrum and Kanban) methodologies
  • Creating government proposal estimates, cost and technical volumes
  • Wireless telecommunications and digital signal processing communities

· Certifications:

  • PMP Project Management Professional
  • CSM Certified Scrum Master
