Job Description

This consultancy focuses on stakeholder engagement for developing climate investment concepts and stimulating private sector finance in Kenya, Rwanda, Tanzania, and Ghana. The consultant will identify and map key stakeholders, organize consultations (workshops and meetings), and produce a stakeholder engagement report. Responsibilities also include drafting investment concept notes for priority areas, ensuring they are technically sound, address gender and social inclusion, and are financially viable. The consultant will provide technical and advisory support to WRI teams and partners, incorporating communication, stakeholder buy-in, and capacity needs into the final outputs. The initiative aims to increase private sector involvement in climate-relevant investments, addressing financial and structural barriers to unlock capital for sectors like renewable energy, sustainable transport, water access, and climate-resilient infrastructure.
Must have:
  • Advanced degree in relevant field
  • Minimum 7 years experience in climate project design
  • Proven ability to facilitate multi-stakeholder processes
  • Strong experience in Africa
  • Excellent writing, communication, and analytical skills
Good to have:

Remote, with potential travel to Kenya, Rwanda, Tnazania and Ghana.

Background

Climate change poses significant risks to the sustainable development and economic stability of African countries. At the same time, it presents an opportunity to build low-carbon, resilient economies, if adequate financing can be mobilized. While public finance and international aid have played important roles, the scale of investment required far exceeds their capacity. There is an urgent need to unlock private capital to bridge the climate finance gap.

To address this, the World Resources Institute (WRI) is implementing an initiative titled Accelerating Private Sector Finance Flows for Climate Action. The initiative aims to identify priority investment areas and catalyze private sector engagement in Kenya, Tanzania, Rwanda, and Ghana. It will support the development of bankable, climate-aligned project concepts in sectors such as renewable energy, sustainable transport, water access, and climate-resilient infrastructure.

This Request for Proposals (RfP) seeks a consultant to lead the stakeholder engagement component of the initiative, bringing together government, industry, financiers, and civil society to identify barriers, opportunities, and viable partnerships that can help shape a robust pipeline of climate investment opportunities.

Consultancy Highlight

The consultant will support the stakeholder engagement process for this initiative which aims to increase private sector involvement in climate-relevant investments across Kenya, Tanzania, Rwanda, and Ghana. It focuses on identifying priority sectors, engaging key stakeholders, and developing a pipeline of investment concepts aligned with national climate priorities. The initiative also addresses existing financial and structural barriers to unlock private capital.

This assignment contributes to the development of bankable project concepts that meet the investment needs of the four target countries. These projects will focus on climate-related sectors such as renewable energy, sustainable transport, water access, and climate-resilient infrastructure, with the ultimate goal of attracting and mobilizing private sector finance.

Objective of the Assignment:

To lead and coordinate stakeholder engagement activities and support the development of investment concept notes that catalyze private sector financing for climate action in Kenya, Rwanda, Tanzania and Ghana.

Scope of Work and Key Responsibilities:

  1. Stakeholder Engagement:
    • Identify and map key stakeholders across government, private sector, civil society, and financial institutions in each target country.
    • Organize and lead stakeholder consultations, including workshops and bilateral meetings.
    • Develop a Stakeholder Engagement Report capturing priority sectors, investment barriers, financing needs, and strategic opportunities.
  2. Investment Concept Development:
    • Collaborate with national and sub-national stakeholders to define priority areas for private climate investment.
    • Draft at least three investment concept notes (one per country) aligned with national climate goals and designed to stimulate private sector engagement.
    • Ensure the concepts are technically sound, address gender and social inclusion, and reflect financial viability and investor readiness.
  3. Technical and Advisory Support:
    • Provide guidance to WRI teams and partners on structuring concepts and aligning them with national and local development strategies.
    • Incorporate considerations such as development of communication, stakeholder buy-in, and capacity needs into final outputs.
    • Work with country partners to ensure institutional alignment and long-term ownership of developed concepts.

Consultant Qualifications:

  • Advanced degree in Climate Finance, Environmental Economics, Public Policy, Development Communication, or a related field.
  • Minimum of 7 years’ experience in climate-related project design and private sector engagement.
  • Proven ability to facilitate multi-stakeholder processes and synthesize inputs into coherent, investable concepts.
  • Strong experience in Africa, preferably in Kenya, Rwanda, and Ghana.
  • Excellent writing, communication, and analytical skills.

Level of Effort & Payment Terms:

Estimated LOE: ~60 days over the 6-month period
Payment will be milestone-based and tied to the successful delivery and approval of outputs.
