Western Digital is seeking an Export Compliance Program Manager to support Western Digital’s Export Compliance program and to enable efficient and effective processes and controls in compliance with global export controls and sanctions. This position will report to the Director of Export Compliance within the Ethics & Compliance team under the Legal Department and will join a team of global trade compliance professionals.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Export Compliance Program Manager will monitor trade compliance regulations and will implement trade compliance controls that would reduce trade compliance risks to Western Digital.
Responsibilities
The successful candidate will support GTC in resolving complex trade compliance scenarios across APAC, and contribute to global compliance efforts through end-user/end-use due diligence, risk assessment, audit execution, red flag analysis and resolution, and compliance assurance initiatives. Key responsibilities include:
Regulatory Compliance & Risk Management
- Manage compliance with China Dual-Use and Rare Earths export controls.
- Interpret and ensure compliance with APAC trade regulations (CN, MY, SG, TH, PH), implementing regional export compliance strategies.
- Conduct risk assessments, including Point of Sales (POS) reviews, red flag analysis, and risk mitigation.
- Support the Entity List program and implementation of sanctions controls.
- Support customer, supplier, and other business partner due diligence escalations
Audit & Compliance Assurance
- Lead the Import Export Compliance Assurance Program other compliance reviews & audits.
- Develop and implement audit methodologies, metrics, reporting cadence, and follow-up tracking, recordkeeping.
Policies, Procedures & Documentation
- Draft, update, and maintain GTC policies, policy-based guidelines, SOPs, and desk instructions.
- Support the Deemed Export Program, including training and compliance oversight for GTO, HR, and Procurement.
- Support OneDrive Trade Compliance Recordkeeping repository/system.
Training, Communication & Stakeholder Engagement
- Serve as training and reporting liaison for GTC, and the “Know Your Customer” annual training program.
- Serve as a liaison with APAC Local Logistics and Trade SMEs (LTCC).
- Deliver country-specific training and coordinate with regional LTCC and logistics representatives.
- Act as the escalation and resolution point of contact for Logistics operation in the APAC region.
- Crate and manage the Internal Compliance Program (ICP)
- Engage with global trade operations, procurement, supply chain, logistics, product development, engineering, and sales in APAC region to provide trade compliance support, enable sales and reduce risk.
Operational Compliance & Program Management
- Lead or support project management activities, serving as the central liaison for export compliance initiatives and maintaining the GTC project tracker.
- Provide end user/end use controls support, including design, implementation, monitoring, screening, and resolution.
- Support compliance reviews such as Graphite Vendor Review and Envoy Visitor Management.
- Support daily export compliance escalations and business enablement activities.
Qualifications
- BS/BA degree required; graduate degree preferred;
- Strong background in conducting trade compliance risk assessments and process audits.
- 8+ years of direct export compliance experience, preferably with semiconductor or technology
- Solid knowledge on China Dual Use and rare earths export controls and classification.
- Chinese language proficiency (spoken and written) is highly preferred.

- Good understanding of US Export controls and sanction including, U.S. dual use export classification, RPL screening, OFAC, End user, End use controls and License determination
- Proven experience with export classification of technology, software, and hardware, including but not limited to category 5, Part 2 (encryption) and category 3.
- Experience with APAC export licensing, compliance agreements & assurances (EUCs etc.)
- Oracle GTM proficiency is highly desired, Salesforce and Model N a plus; tech savvy and comfortable dealing with systems and utilizing technology to address compliance needs; can design processes and systematic controls.
- Excellent analytical skills and ability to detect trade compliance risks and vulnerabilities.
- Effective written and verbal communication skills; ability to communicate technical details to various stakeholders; able to quickly adjust priorities to meet business needs.
- Critical thinking, diligence, excellent problem solving and record retention skills; ability to work successfully in a global, cross-functional, multi-cultural team environment.
- Ability to learn new and different technologies and stay abreast of emerging technologies.
- Ability to make good decisions based on sound judgement, able to work independently with little supervision.
- Skilled in MS Office suite of products (including MS Teams), productivity and collaboration applications such as SharePoint, OneDrive, and Smartsheet.
