AVER is seeking an Operations Research Analyst to join a special project team supporting the Department of Homeland Security. This role involves investigating schools for potential exploitation of student and exchange visa programs for criminal purposes. The analyst will conduct data, trend, and statistical analysis, provide information for investigations, and verify school legitimacy. Responsibilities include organizing tasks, tracking profiles, and utilizing federal and local databases to document and monitor cases, ensuring government mission success.
Must have:
  • Support federal customers with data analysis and reporting.
  • Provide information for school and student investigations.
  • Investigate and analyze schools for fraudulent activities.
  • Organize tasks, track profiles, determine lead viability.
  • Refer or recommend for further investigation.
  • Utilize Federal and local databases for documentation.
  • Bachelor's Degree in a related field.
  • 5+ years in-depth research, analysis, writing, reporting.
  • Experience drafting government notices, reports, memorandums.
  • Formulate detailed "finding reports" with summaries and recommendations.
  • Research federal regulations, interpret information for decision-making.
  • Leverage databases for research, compilation, analysis.
  • Understand and interpret policy, regulations, directives.
  • Communicate effectively, orally and in writing.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook.
  • Ability to obtain and maintain a Public Trust clearance.
  • U.S. citizenship is required.
Good to have:
  • Knowledge or experience with SEVIS or a related database.
  • Current Top-Secret eligibility.

AVER is a fast-growing SDVOSB that has achieved significant revenue growth over the past 5 plus years with much of our work focused on Data Analytics, Mission Support, IT Modernization and Biometrics. AVER is seeking a Operations Research Analyst to support the Department of Homeland Security by being part of a special project team to investigate schools to determine those likely to be exploiting the student and exchange visa programs for criminal purposes. Responsibilities Include:

  • Support federal customers with data analysis, trend analysis, red flag analysis, statistical analysis, performance (monthly, quarterly, annually) analysis, ad hoc and recurring studies, and/or stakeholder data requests
  • Provide federal customers information required for school and student investigations
  • Investigate and analyze schools to verify legitimacy or assess potential risk of fraudulent activities
  • Organize and prioritize tasks, track profiles, and determined the viability of leads for investigation across the US
  • Refer or make recommendation for further investigation
  • Utilize various Federal systems of records and locally developed databases to document, track, and monitor the statuses of tasks and cases

Education Requirements:

  • Bachelors Degree in a related field is required

Experience Requirements:

  • 5+ years of experience with conducting in depth research, analysis, writing and reporting
  • Experience with drafting notices, reports, and memorandums following government templates and writing guides
  • Experience with formulating detailed “finding reports” including executive level summaries, conclusions, and recommendations
  • Experience with researching federal regulations, conducting in depth analysis, developing and interpreting information to assist stakeholders in decision making, policy formulation, and a variety of other managerial functions
  • Experience with leveraging a variety of databases to research, compile, generate and analyze findings
  • Ability to understand and interpret policy, regulations, and directives
  • Ability to communicate effectively, both orally and in writing.
  • Experience with Microsoft applications Word, Excel, PowerPoint, Outlook.
  • Knowledge or experience with SEVIS or a related database, preferred

Location:

  • HYBRID (3-5 days a week on site in Vienna, VA. Schedule determined by client)

Security Requirements:

  • Ability to obtain and maintain a government clearance (Public Trust)
  • Current Top-Secret eligibility, preferred
  • This role supports a government agency which requires U.S. citizenship
