Valeo, a global tech company in the automotive sector, is seeking a Regional/Country Customs Manager. This role involves developing and maintaining Import/Export Compliance procedures for Thailand and Japan, managing HS code classification, and ensuring accuracy in customs databases. The manager will be responsible for customs compliance activities, training networks on customs fundamentals, and leading the deployment of Valeo's standards. Key responsibilities include assessing site customs compliance through audits, reporting discrepancies, and leading initiatives to reduce customs costs. The role also entails managing customs brokers, cooperating with Tax Management on customs engineering and risk management, and acting as a customs advisor for the company. This position requires close collaboration with various departments such as Compliance, Export Control, Logistics, Legal, Sales, Projects, and Procurement, while contributing to the Group's Ethics & Compliance program.
Must have:

  • 5 Years of experience in Customs Compliance

Roles & Responsibilities:

  • Develop and maintain Import/ Export Compliance procedures tailored to Thailand and Japan, and drive continuous improvement in the Customs processes
  • Manage HS code classification and customs database (tariffs, duties, FTAs, BOI, import licenses), ensuring accuracy and alignment with regulatory changes
  • Be autonomous in customs compliance and customs continuous improvement activities and train networks (Purchasing, Supply Chain, Finance, Sales, projects, ...) to Customs fundamentals (Incoterms, customs classification, origin, customs value, …); create engagement and understanding of the importance of Customs topics, risks and opportunities in the business, maximize synergies through the networks
  • Lead Valeo's standards and methodologies deployments in Valeo's sites and toward suppliers, customers and brokers; assess through working methods and audits site customs compliance. Report to site management major discrepancies, help site to analyze and correct discrepancies
  • Measure the direct and indirect costs of customs (duties, broker’s fees, internal costs,.. ), lead initiatives at regional level to reduce these costs: tool improvements, customs processes, regimes and customs certification; ensure that customs network is working on appropriate priorities leading to cost efficient targets, saving actions, man power synergies and good practices; Help project to set-up new flows with the most cost efficient customs processes (the cheapest, the fastest, the safest)
  • Lead customs brokers selection and negotiate customs framework agreement in cooperation with purchasing team; meet the brokers’ contacts on a regular basis to identify and implement saving opportunities; support sites on relations with brokers
  • Closely cooperate with Tax Management contact for all aspects related to Customs engineering (Industrial project, sourcing, regimes & certifications, transfer prices, VAT schemes...) and risk management (customs litigation).
  • Help site’s relation with customs administration, lead customs audits and controls, manage litigations, evaluate the associated penal and financial risks and interact with potential support from external lawyers (in collaboration with tax management and legal department)
  • Act as Customs adviser for the Company. Provide to Valeo employees support on all customs-related matters. Interface with Compliance, Export Control, Transports, Logistics, Legal, Sales, Projects and Procurement
  • Contribute to Group Ethics & Compliance program by applying and respecting code of Ethics and Valeo’s policies

Qualifications:

  • Bachelor or Master Degree in Supply Chain and Logistics or Finance / Business / International Trade
  • Professional qualification with completed training covering customs legislation
  • 5 Years of experience in Customs Compliance, Tariff Classification, or International Trade
  • Strong knowledge of customs regulations, Tariff Classification, and international trade laws
  • Possess leadership, training, and negotiation skills; ability to collaborate across functions
  • Good analytical skills with attention to detail for accurate tariff classification and duty analysis
  • High proficiency in Microsoft Office (Excel, Word)
  • Excellent communication and interpersonal skills to coordinate with internal teams, brokers, and government agencies
  • Ability to work independently, prioritize tasks, and manage deadlines in a fast-paced environment
  • Fluent in English and Proficiency in Japanese
