Job Description

This position is for a Systems Engineering and Integration (SE&I) Group Leader within the Weapon Technologies and Engineering (WTE) Program, supporting the W80-4 Life Extension Program. The role involves leading a team of system engineers and requirement management specialists, providing technical, strategic, and administrative direction. Responsibilities include workforce planning, recruiting, career development, and ensuring compliance with safety and operational standards. The leader will guide systems engineering development, conduct peer reviews of designs, and monitor project performance. This is an on-site, full-time position requiring an active security clearance.
Must have:
  • Provide leadership, supervision, and technical, strategic, and administrative direction to a multi-disciplinary team.
  • Collaborate with SE&I Project Leaders to identify workforce needs and lead recruiting, hiring, training, and performance management.
  • Establish project objectives and strategies, guiding workload planning and assigning work among group members.
  • Provide technical, safety, and security leadership, ensuring compliance with standards.
  • Lead in systems engineering, and in development and execution of systems analytic methods.
  • Lead and engage team in peer reviews of complex engineering designs, providing expert technical analysis.
  • Monitor performance to meet programmatic milestones, respond to unexpected occurrences, and advise on corrective actions.
  • Develop and implement broad project vision and strategy, influencing technical direction (SEL.4 level).
  • Serve as subject matter expert in system engineering for the program (SEL.4 level).
  • Work across stakeholder groups to identify and implement process improvements (SEL.4 level).
  • Serve on external scientific or technical committees (SEL.4 level).
  • May develop new ideas, modify approaches, and/or redefine requirements (SEL.4 level).
  • Mentor staff across the organization (SEL.4 level).

Job Details

We have an opening for a Systems Engineering and Integration (SE&I) Group Leader with responsibilities for leading a group of system engineers and requirement management specialists to support the W80-4 Life Extension Program (LEP) within the Weapon Technologies and Engineering (WTE) Program. The W80-4 SE&I Group provides project integration and management of requirements, and mapping of designs, functions, failure mechanisms, risks, assessments, and verifications to requirements. In addition to line supervisor responsibilities, you will be assigned W80-4 programmatic responsibilities commensurate with program needs and your unique skillset within the Systems Engineering team. This position is a line management Group Leader role in the Defense Technologies Engineering Division (DTED).

*This position requires full-time on-site presence due to the nature of the work.*

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide leadership, supervision, and technical, strategic, and administrative direction, guidance, and support in accomplishing project/program goals and objectives to a multi-disciplinary team of scientists and engineers.
  • Collaborate with SE&I Project Leaders to identify workforce needs, lead, carry out, and/or coordinate recruiting, hiring, training, career development, and performance and salary management activities.
  • Establish project objectives and strategies for technical team, and collaborate with project principals and group personnel in guiding workload planning for projects among group members, assigning work, remaining aware of complex technical goals, problems, and solutions.
  • Provide technical, safety, and security leadership to group personnel and activities, ensuring team compliance with all safety and operational standards.
  • Provide SE&I Group with leadership in systems engineering, and in development and execution, of systems analytic methods that support product qualification and system certification.
  • Lead and engage team in thoughtful and comprehensive peer reviews of complex engineering designs, providing expert technical analysis and recommendations for design optimization, and applying advanced knowledge and using innovative methods/technology where applicable to ensure technical excellence.
  • Monitor performance required to meet programmatic milestones and deliverables, respond to unexpected occurrences, and lead and advise on corrective actions where necessary.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.4 level

  • Develop, set, and implement broad project vision and strategy using creativity, innovation, and technical leadership to influence technical direction for self and others, obtain optimal methods, techniques, and analysis criteria for use when working with highly complex systems, and ensure a smooth project lifecycle by being prepared for potential tangible and tangible problems.
  • Serve as subject matter expert in system engineering for the program at meetings, briefings, design reviews, and committee activities both internal and external to the Laboratory.
  • Work across stakeholder groups to identify and implement process improvements to enable effectiveness and efficiency, and to make recommendations and provide strategic technical advice to management and external customers.
  • Serve on external scientific or technical committees, positively representing the program and the Laboratory.
  • May develop new ideas, modify approaches, and/or redefine requirements that impact organizational operations or directions.
  • Mentor staff across the organization, including other mentors.
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in Engineering or related technical field, or the equivalent level of education and related experience.
  • Significant experience with systems engineering practices for requirements, designs, functions, failure mechanisms, risks, assessments, and verifications.
  • Demonstrated proficiency with product realization processes, project work planning, scheduling, cost estimating, managing budgets, and project controls reporting.
  • Advanced level problem-solving skills, with the ability to develop and implement effective solutions for complex technical challenges.
  • Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to management.
  • Advanced facilitation and interpersonal skills, with the ability to lead cross functional teams and collaborate with diverse stakeholders, as well as to promote and maintain productive relationships across programs and directorates.
  • Demonstrated ability to prioritize and manage multiple projects simultaneously, responding to changing priorities, ensuring timely and accurate completion of reviews and assessments, and keeping management informed.
  • Advanced level organizational skills, and advanced knowledge and significant experience with project management tools and techniques, including work planning, scheduling, cost estimating, analyzing and managing financial data, and project reporting.

Additional qualifications at the SEL.4 level

  • Expert knowledge of, and extensive experience in utilizing, systems engineering principles and tools for large programs, including defining, developing, and executing systems engineering processes.
  • Extensive experience in the leadership of technical projects, project planning, and execution.
  • Demonstrated track record of success and ability in developing and optimizing strategies to improve technical methodology and operations.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management, external sponsors, and/or key stakeholders.
