As a Program Manager within PayPal Ads, you will drive initiatives that span product innovation, go-to-market readiness, and cross-functional alignment. You'll be working at the intersection of ads, payments, and data to help shape and scale our global advertising platform. Must have:
  • Define and drive program plans, timelines, and success metrics for strategic initiatives across the Ads portfolio.
  • Partner closely with Product Managers, TPMs, Engineers, Operations, Marketers, and Sales to ensure cross-functional alignment and delivery readiness.
  • Lead end-to-end program execution, managing dependencies, risks, communications, and stakeholder expectations.
  • Work closely with stakeholders across the broader PayPal organization (outside of Ads) to clarify requirements, manage dependencies, and ensure alignment on cross-functional initiatives.
  • Create and manage centralized dashboards, documentation, and reporting for executive visibility and alignment.
  • Assist in go-to-market readiness by supporting launch planning, enablement, compliance, and stakeholder handoffs in partnership with GTM leads.
  • Implement scalable processes, best practices, and operating rhythms to support high-velocity execution across teams.
  • Serve as the primary point of contact for initiative status, risk escalation, and cross-team orchestration.
  • Inputs to product strategy with cross-functional stakeholders consistent with the shared vision for the product.
  • Implements the architectural roadmap that balances innovative design and technical implementation, while balancing regulatory requirements, time-to-market, meeting customer needs and product profitability.
  • Controls for the customer experience and customer needs in product requirements and as an input to decision making.
  • Monitors metrics that inform the success of products including usability studies, research and market analysis.
  • Manages one or more workstreams to include analytics, customer discovery, market research and competitive analysis to drive data-driven decision-making.
  • Monitors product profitability measures, including budget.
  • Participates in operational mechanisms that drive execution and accountability including Product Reviews, Operating Reviews, and Business Reviews.
  • Interfaces with product leadership as needed.
  • Partners with content developers, data scientists, product designers and user experience researchers.

  • Proven experience managing large-scale, cross-functional programs in product-led or platform organizations.
  • Strong program management fundamentals—structured planning, dependency tracking, and risk mitigation.
  • Excellent communication, collaboration, and influence skills—able to align diverse stakeholders toward common goals.
  • Familiarity with software and product development lifecycles, agile methodologies, and GTM processes.
  • Track record of building programs that span technical delivery and business outcomes.
  • Ability to operate in ambiguity and fast-changing environments while maintaining clarity and execution rigor.
