About the job:
The Regional Lead, Real Estate Program Controls Manager is responsible for driving consistent project controls practices across all projects within the region. They will implement and maintain standard procedures for cost and schedule requirements and monthly submissions by contractors, vendors, and suppliers. The role also involves performing cost engineering functions encompassing estimating, cost control, budget preparations, forecasting, and cost reporting with limited supervision. Additionally, they will build and maintain delivery and commercial models to track/forecast district program costs, identify early cost trends and drivers, partner with district leadership and internal cross-functional teams to build business cases, develop presentation templates, and present recommendations for project delivery.
Must have:
  • Bachelor's degree in Construction Management, Civil/Architectural Engineering, Construction Economics, Urban Planning and Real Estate Development, Quantity Surveyor, or other technical field, or equivalent practical experience.
  • 10 years of experience in compliance, risk management, investigation, auditing, legal, or consulting.
  • 7 years of experience managing technical programs/projects with engaging resources and priorities.
  • Experience with the principles of construction planning and dispute resolution, regional construction markets, methods, practices (including cultural) and standards.
  • Experience with construction management.
Good to have:
  • Master's degree or MBA.
  • 7 years of experience as a quantity surveyor, project controls manager, financial analyst, or construction estimator.
  • Experience leading cross-functional process improvements and holding project leads accountable to the greater project goals, with the ability to set strategy, collaborate, and influence across multiple levels of an organization.
  • Experience distilling information into management reporting and presenting information to senior management.
  • Experience in vendor management and an extended workforce resource model.
  • Knowledge about general construction market conditions with the ability to be aware of current industry trends.

Responsibilities

  • Perform a variety of cost engineering functions encompassing estimating, cost control, budget preparations, forecasting, and cost reporting with limited supervision.
  • Build and maintain a variety of delivery and commercial models to track/forecast district program costs that will help to identify early cost trends and drivers.
  • Partner with district leadership and internal cross-functional-teams to build business cases and rationale behind the delivery recommendation and assist in presenting for approval. Develop consistent presentation templates and information for clear and credible recommendations for project delivery.
