WRI Indonesia is an independent research organization focused on environmental, economic, and human well-being. This role supports the Food, Land, and Water (FLW) Program, aiming for sustainable management of forests and peatlands in Indonesia. Specifically, the Smallholder Empowerment Program, in collaboration with Unilever, seeks to improve the sustainable palm oil supply chain and smallholder welfare in Riau Province through capacity building. The consultant will primarily conduct spatial analysis, data curation, monitoring, and evaluation for the Smallholder Hub program, ensuring data quality and supporting research and reporting for sustainable land use and smallholder empowerment.
Must have:
  • Conduct spatial analysis and risk evaluation for farmers and land in Riau Province
  • Curate data, monitor, and evaluate (Quality Assurance) various program data
  • Assist in mapping and analyzing FFB supply chain from participant farmers
  • Assist farmer groups in fulfilling sustainability standards (RSPO, ISPO, Unilever SAP)

In the Food, Land, and Water (FLW) Program, we envision critical ecosystems such as forests and peatlands across Indonesia to be managed fairly and sustainably. We believe that sustainable land use management is key for Indonesia to achieve its climate goals, in line with keeping global climate targets below the 1.5 degrees Celsius warming threshold, while providing sustainable livelihoods for forest-dependent communities and preserving biodiversity in the landscape. We intend to achieve this through protecting remaining forests and peatlands from deforestation, degradation, and fragmentation; maintaining the quality of forests and peatlands through good management; and restoring degraded ecosystems to increase productivity, conservation value, and ecosystem services.

To effectively eliminate deforestation from major commodity production and provide robust management for remaining forests and peatlands, we collaborate with various levels of government, the private sector, and civil society to mainstream ethical supply chain principles, and support forest-dependent communities to secure their land rights. We aim to achieve this through research, policy advocacy, and the establishment of community practices to mainstream sustainable land use management.

Smallholder Empowerment Program

WRI Indonesia believes that empowering oil palm smallholders is key to producing sustainable palm oil in Indonesia. Empowered smallholders have the ability to control and manage their oil palm businesses well and sustainably. With these capabilities, it is hoped that the welfare of smallholders and environmental quality can improve. Therefore, increasing the inclusivity of smallholders in sustainability and empowerment programs is essential for a better and more environmentally friendly palm oil supply chain in this country. Collaborating with Unilever, WRI Indonesia aims to improve the sustainable palm oil supply chain and the welfare of independent smallholders in Riau Province. This is done through a series of capacity building and empowerment. In 2023, we targeted to increase the knowledge and skills of at least 4,000 independent oil palm smallholders to implement oil palm Best Management Practices (BMP) to increase their productivity.

Job Summary

1. Conduct spatial analysis and risk evaluation of farmers and land in four (4) districts in Riau Province (Kampar, Pelalawan, Rokan Hulu, and Siak) who are beneficiaries of the Smallholder Hub program.

2. Periodically curate data, monitor and evaluate (Quality Assurance) for:

  • Farmer data and oil palm plantation plots
  • Capacity building data (training)
  • Agronomy data (Best Management Practices)
  • Social data: Alternative livelihoods, GEDSI, Occupational Safety and Health Implementation, Independent oil palm smallholder plantation workers
  • Environmental data: BMP in peatlands, Conservation Areas, Waste, Regenerative Agriculture
  • Other relevant data related to the Smallholder Hub program.

3. Assist in mapping and analyzing the FFB (Fresh Fruit Bunch) supply chain from Smallholder Hub program participant farmers to meet the Donor program's needs regarding responsible supply chain issues.

4. Assist and accompany farmer groups/institutions in fulfilling sustainability standards (RSPO, ISPO, Unilever SAP) and global issues related to oil palm plantations.

5. Provide technical support for research activities conducted in the Smallholder Hub program, according to work capacity, including on Management Information System (MIS) Development Studies, Deforestation, Peatland Governance, Greenhouse Gas Emissions, GEDSI-based Farmer Empowerment, and other themes.

6. Support the Smallholder Hub Program MEL team in presenting reports required by Donors, WRI Indonesia and Global, Government, and other relevant stakeholders.

Qualifications

  • Bachelor's degree in environmental, agricultural, forestry, geography/cartography, or other relevant fields.
  • Minimum 2 (two) years of professional experience in remote sensing-based spatial analysis, and spatial analysis in land use risk assessment for agricultural and forestry commodities.
  • Able to process numerical data using Excel, Google Sheet, or similar software.
  • Experience in monitoring and evaluating data quality (Quality Assurance) to ensure data accuracy and consistency.
  • Proficient in GIS software such as QGIS or ArcGIS for spatial analysis and mapping.
  • Understanding of program achievement indicators and experience in reporting program progress and achievements, including data presentation, statistical analysis, and qualitative and quantitative analysis.
  • Able to work collaboratively across teams, and communicative in conveying data-based findings.
  • Willing to travel to the field as needed by the program.

September 1, 2025 to December 31, 2025

Deliverables

1. Data processing, monitoring, and quality assurance (Quality Assurance) as described in the job summary, can be presented and accessed periodically.

2. The data processing serves as a reference for monitoring the progress and achievements of the Smallholder Hub Program and for supporting reporting and MIS development.

3. Provide periodic spatial analysis and risk evaluation results that can be used for planning and implementing activities, including supporting program research activities.

4. Report program progress and achievements on time according to the established reporting schedule, with data and analysis quality meeting organizational standards.

Payment Terms

Daily consultant with a maximum of 40 (forty) working days for the entire contract period or an average of 10 (ten) working days per month
