Job Description

The Deputy Program Director for Weapons Infrastructure (WI) will support the overall management and direction of the WI Program at Lawrence Livermore National Laboratory. This role involves close collaboration with the WI Program Director and team members on program execution, with a primary focus on overseeing Integrated Project Teams (IPTs) and delivering equipment and infrastructure projects crucial for Strategic Deterrence (SD) objectives. The position requires interaction with internal and external stakeholders, including partner laboratories and vendors, and is part of the Strategic Deterrence Office.
Good To Have:
  • Master’s degree in a scientific or engineering discipline.
  • Working knowledge of real property asset management principles.
  • Experience with infrastructure project management in a national laboratory or similar environment.
  • Working knowledge of federal acquisition regulations and relevant elements of the cost accounting guide.
  • Experience coordinating across multiple project teams and managing internal resources.
  • Knowledge and experience working with National Security Enterprise sites.
  • Experience with 413.3(b) projects.
Must Have:

  • Demonstrated ability to resolve complex problems and implement operational policies.
  • Expert communication, facilitation, collaboration, and problem-solving skills.

Job Description

We have an opening for a Deputy Program Director of the Weapons Infrastructure (WI) Program. In this role, you will support the overall management and direction of the WI Program, working closely with the WI Program Director and other WI team members on all aspects of program execution. Your primary focus will be on oversight of the Integrated Project Teams (IPTs) and the delivery of equipment and infrastructure projects that enable Strategic Deterrence (SD) programmatic objectives. You will interact with both internal and external stakeholders, including partner laboratories and vendors. This position is within the Strategic Deterrence Office.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

In this role you will:

  • Provide daily oversight and direction to SD’s IPTs to ensure effective execution of WI projects and alignment with program goals.
  • Monitor project performance, including schedules, milestones, and deliverables; implement corrective actions as needed to maintain progress. Identify and resolve project barriers, escalating major decisions and issues to the WI Program Director as appropriate.
  • Coordinate allocation of personnel, budget, and other resources across IPTs to maximize efficiency, address changing priorities, and ensure effective execution of organizational objectives.
  • Identify, develop, and implement process improvements and operational policies to enhance project management, collaboration, and workflow within and across IPTs.
  • Facilitate regular internal communication among IPTs and between project teams and senior leadership, ensuring transparency and alignment. Ensure accurate and timely documentation and reporting of project status, issues, and outcomes for internal stakeholders and leadership.
  • Monitor project risks and support IPTs in developing and executing mitigation strategies to minimize organizational impact and ensure achievement of program and Laboratory objectives.
  • Collaborate closely with the WI Program Director and SD Senior Leadership on the development and implementation of strategic plans, significant decisions, escalations, and strategic initiatives; participate in joint problem-solving and decision-making to ensure alignment with SD objectives.
  • Support the professional growth and development of WI team members through coaching, feedback, and knowledge sharing.
  • Perform other duties as assigned.

Qualifications

  • Active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in a science, engineering, or other technical area or the equivalent combination of education and related experience.
  • Extensive experience resolving complex problems and developing, planning, and coordinating solutions, including leading technical and project management teams to achieve operational objectives.
  • Knowledge of leadership, management, and organizational development principles and methods as applied to the direction of a broad organization, with the ability to balance technical and budgetary priorities.
  • Demonstrated ability to resolve complex problems, develop and implement operational policies, and escalate major issues as appropriate.
  • Expert communication, facilitation, collaboration, and problem-solving skills necessary to direct an organization, lead innovative research and operations, and build cooperative multi-disciplinary teams.
  • Significant experience working with and leading employees from multiple disciplines. Experience supporting the professional development of team members.
  • Experience interacting with and negotiating on matters of significance to the organization, including influencing and collaborating with management, technical, and administrative personnel.
