The Compliance Director role at PayPal is responsible for second-line oversight of all risk disciplines, including Compliance, across all lines of business in the HKT region (Hong Kong, Korea, and Taiwan). The role involves implementing the global enterprise risk and compliance program, including policies and standards to drive an industry-leading, data-driven approach to enterprise risk and compliance management, meeting both the PayPal enterprise framework and all local regulatory requirements. Key responsibilities include managing the HKT compliance team, managing relationships with regulators, ensuring awareness of regulatory changes, maintaining the enterprise risk management framework, and fostering confidence in the effective management of the enterprise framework.
Must have:
  • 12+ years' experience in a large organization with demonstrated leadership in building risk & compliance frameworks
  • Strong relational skills with local regulatory bodies
  • Sound knowledge of compliance & risk practices/framework & regulatory obligations of AML/CTF, Privacy Act, Consumer Protection, payments legislative requirements, etc.
  • Broad understanding of payments, credit & retail banking experience
  • Experience designing Board documents & organizational structures to support appropriate Governance across complex geographically challenged entities
  • Impeccable written and verbal communications skills
  • Strong change management skills, adept at working in an environment of shifting priorities, constant technological changes and increasingly stringent regulatory pressures
  • Excellent written and oral English communication skills

  • Chinese language skills would be preferred including Cantonese speaking.

Job Summary:

This is a director role in PayPal's market compliance team. The Compliance Director is responsible for second line oversight for all risk disciplines, including Compliance, across all lines of business in HKT region (Hong Kong, Korea and Taiwan). This position is charged with the implementation of the global enterprise risk and compliance program in market. This includes implementing policies & standards to drive an industry-leading, data-driven approach to excellence in enterprise risk and compliance management that meets both the PayPal enterprise framework and all local regulatory requirements.

Job Description:

Assist the Asia CCO to manage the HKT compliance team. Role will be for the HKT CCO based in HK.

Roles and Responsibilities:

  • Maintaining & managing Policy & Procedures Governance;
  • Risk Appetite Governance & Reporting;
  • Collaboration with Legal team to maintain an inventory of legal obligations;
  • Supporting maintenance of risks in line with risk taxonomy, framework & assessment process;
  • Providing objective, independent risk and compliance assessments & recommendations;
  • Supporting first line in prioritization of risk mitigation;
  • Supporting the business to roll out new products and initiatives and ensure “compliant by design” principle;
  • Establishing and maintaining effective stakeholder engagement with key regulators; and
  • Escalating timely and actionable information to key stakeholders.

Duties include:

  • Manage a team of local professionals to ensure the effective implementation of the global compliance framework across all lines of business in the market.
  • Manage relationship and exam reviews with all regulators.
  • Establish processes with Legal and Government Relations to ensure awareness of all regulatory changes relevant to PayPal across operations in the market.
  • Maintain and deploy enterprise risk management capability, including the provision of high quality advice, insight and support to the PayPal Hong Kong Chief Executive, PayPal Hong Kong Board of Directors, regional and global teams.
  • Work with the functional business risk control leads to understand global risks impacting PayPal as well as risk themes which may impact the businesses.
  • Maintain the enterprise risk management framework including risk appetite statements, risk tolerances & specific metrics in partnership with the business & in line with regulatory requirements.
  • Foster confidence and provide assurance to management and the Board, that enterprise framework is effectively managed, consistent with the local regulatory requirements.
  • Reinforce roles & responsibilities with respect to embedding global risk management principles across FLOD and SLOD, & provide objective oversight & challenge of strategy, key business decisions & performance, for improved outcomes.

Requirements:

  • At least 12 years’ experience in a large organisation including demonstrated leadership in building risk & compliance frameworks.
  • Strong relational skills with local regulatory bodies.
  • Sound knowledge of compliance & risk practices/framework & regulatory obligations of AML/CTF, Privacy Act, Consumer Protection, payments legislative requirements, etc.
  • Broad understanding of payments, credit & retail banking experience.
  • Experience designing Board documents & organizational structures to support appropriate Governance across complex geographically challenged entities.
  • Impeccable written and verbal communications skills with the ability to translate, articulate and present highly technical and complex procedural recommendations, regulations, laws and policies to a variety of audiences.
  • Strong change management skills, adept at working in an environment of shifting priorities, constant technological changes and increasingly stringent regulatory pressures.
  • Excellent written and oral English communication skills.  Chinese language skills would be preferred including Cantonese speaking.
