The Payroll Tax Manager will oversee and manage payroll tax compliance across the United States and Canada, ensuring timely and accurate tax filings, payments, reconciliations, and regulatory compliance. Responsibilities include managing payroll tax functions for U.S. and Canadian operations, ensuring accurate processing and remittance of payroll taxes, maintaining compliance with tax regulations, acting as a subject matter expert for complex jurisdictions, managing tax accounts, collaborating with teams, staying current on tax legislation, leading projects, and developing documentation. The role requires 7+ years of payroll tax experience, focusing on both U.S. and Canadian jurisdictions.
Must have:

  • Maintain compliance with all applicable tax regulations.
  • Strong knowledge of U.S. and Canadian payroll tax regulations.

  • Excellent organizational and communication skills.
Good to have:
  • CPP (Certified Payroll Professional), CPM (Canadian Payroll Manager) certifications.
  • Experience supporting payroll tax compliance during M&A.
  • Familiarity with cross-border employment tax issues.

Job Details

We are seeking a detail-oriented, experienced, and highly knowledgeable Payroll Tax Manager to oversee and manage payroll tax compliance across the United States and Canada. This individual will be responsible for ensuring timely and accurate tax filings, payments, reconciliations, and regulatory compliance across all jurisdictions, with deep expertise in complex tax regions such as California, New York, Illinois, British Columbia, and Quebec.

Key Responsibilities:

  • Manage all payroll tax functions for U.S. and Canadian operations, including federal, state/provincial, and local jurisdictions.
  • Ensure timely and accurate processing, remittance, and reconciliation of payroll taxes, including year-end forms (e.g., W-2s, T4s, RL-1s, etc.).
  • Maintain compliance with all applicable tax regulations, legislative changes, and agency requirements.
  • Act as subject matter expert for payroll tax matters in complex jurisdictions such as California, New York, Illinois, British Columbia, and Quebec, as well as all other U.S. states and Canadian provinces/territories.
  • Manage payroll tax accounts, including registrations, notices, audits, amendments, and penalty resolution.
  • Collaborate with payroll vendors, finance, legal, and P&O teams to ensure proper tax setup and compliance.
  • Stay current on tax legislation and proactively implement necessary changes to processes and systems.
  • Lead or participate in cross-functional projects including system upgrades, acquisitions, and process improvements with a payroll tax focus.
  • Develop and maintain documentation of payroll tax processes and controls.
  • Supervise, mentor, train and coach team members and third-party providers as applicable.

Qualifications:

  • Bachelor’s degree in Accounting, Finance, Business, or related field.
  • Minimum of 7 years of payroll tax experience, with at least 3 years focused on both U.S. and Canadian jurisdictions.
  • Strong knowledge of U.S. federal, state, and local tax regulations, particularly in California, New York, and Illinois.
  • Strong knowledge of Canadian payroll tax regulations including federal, provincial (especially British Columbia and Quebec), and remittance processes.
  • Experience with multi-jurisdictional payroll environments and managing complex tax filings.
  • Familiarity with payroll systems such as UKG PRO, MasterTax, Workday, or similar.
  • Proven ability to analyze and resolve complex tax issues, audits, and system discrepancies.
  • Excellent organizational, analytical, and communication skills.
  • Ability to work independently and collaboratively in a fast-paced environment.

Preferred Qualifications:

  • CPP (Certified Payroll Professional), CPM (Canadian Payroll Manager), or similar certifications.
  • Experience supporting payroll tax compliance during M&A, systems integrations, or business expansion.
  • Familiarity with cross-border employment tax issues or global mobility.

The anticipated base salary for this position is $92,000 - $115,000. This role may also qualify for annual incentive and/or comprehensive benefits. The actual base salary offered will depend on a variety of factors, including without limitation, the qualifications of the individual applicant for the position, years of relevant experience, level of education attained, certifications or other professional licenses held, and if applicable, the location of the position.
