The MEAL Specialist will oversee planning, monitoring, evaluation, accountability, and knowledge management for all World Relief programs in Sudan. This role involves supporting the creation and maintenance of robust MEAL frameworks and systems, leading data analysis, and building staff capacity. The specialist will ensure evidence-based programming and accurate donor reporting, collaborating with various managers and teams across field locations and the Home Office. Key responsibilities include implementing the WR Metrics Portal, supporting evaluations, and contributing to program improvement across sectors like Health, Nutrition, WASH, FSL, and Protection.
Must have:
  • Oversee planning, monitoring, evaluation, accountability, and knowledge management for all WR programs in Sudan.
  • Support creation and maintenance of robust MEAL frameworks and systems.
  • Lead data analysis and staff capacity-building efforts.
  • Ensure evidence-based programming and donor reporting.
  • Collaborate with MEAL Managers, Coordinators, and Sector Managers across field locations.
  • Liaise with the WR Home Office MEAL focal point.
  • Implement the WR Metrics Portal.
  • Support evaluations and learning initiatives.
  • Contribute to proposal development and program improvement across sectors.
  • Work closely with Program Managers, Area Managers, the Program Director, and MEAL teams.
  • Strengthen MEAL systems and support activity implementation at field level.
  • Mentor staff and establish MEAL system for the country office.
  • Produce MEAL improvement plan for country leadership.
  • Equip MEAL manager and coordinators with data analysis skills using various MEAL software.
  • Coordinate with WR Home Office MEAL team to align country-level practices with organizational standards.
  • Deliver timely, high-quality technical support that strengthens MEAL strategy.
  • Promote evidence-based reporting and learning, and enhance program impact.
  • Ensure WR internal metrics portal system is set up and fully implemented by local MEAL team.
  • Improve data management and visualization through ICT and PBI.
  • Support development of a Country Monitoring Dashboard.
  • Develop and strengthen MEAL frameworks, tools, and data systems.
  • Strengthen WR Sudan data quality assurance and build local MEAL staff capacity.
  • Collaborate with field and sector leaders to enhance M&E systems and ensure reliable evidence generation.
  • Standardize and streamline data collection methodologies, data storage and analysis.
  • Harmonize MEAL processes across the country program to ensure data quality.
  • Coordinate assessments, surveys, evaluations, and research activities.
  • Identify and promote innovative best practices to improve MEAL and project performance.
  • Develop and implement a capacity-building plan with clear objectives and timelines.
  • Conduct comprehensive training for MEAL and program staff on data management, MEAL practices, program quality, Metrics/systems, and evidence-based reporting.
  • Deliver tailored training, coaching, and mentoring for MEAL staff.
  • Promote knowledge management and help program teams understand indicators, data collection tools, and performance measurements.
  • Support design and evaluation efforts by analyzing and presenting data.
  • Conduct MEAL audits and spot checks to ensure effective tool use and implementation at field level.
  • Promote evidence-based programming by drawing on internal data and practices.
  • Review and improve the Complaints and Feedback Mechanism (CFM), ensuring effectiveness and accountability.
Good to have:
  • Bachelor’s degree in statistics, economics or similar fields, information systems, M&E, or a related field
  • Master’s degree preferred
  • Experience in emergency program design, monitoring, evaluation, and learning, preferably across FSL, Health, Nutrition, Protection, Education, and WASH sectors

ORGANIZATION SUMMARY:

POSITION SUMMARY:

The MEAL Specialist will oversee planning, monitoring, evaluation, accountability, and knowledge management for all WR programs in Sudan. Working within the Program Development and Quality Assurance Department and reporting to the Program Director, the consultant will support the creation and maintenance of robust MEAL frameworks and systems, lead data analysis and staff capacity-building efforts, and ensure evidence-based programming and donor reporting. The MEAL Specialist/Consultant will collaborate with MEAL Managers, Coordinators, and Sector Managers (Health, Nutrition, WASH, FSL, Protection) across field locations and liaise with the WR Home Office MEAL focal point. The role includes implementing the WR Metrics Portal, supporting evaluations and learning initiatives, and contributing to proposal development and program improvement across sectors. COLLABORATION The MEAL Specialist will work closely with Program Managers, Area Managers, the Program Director, and MEAL teams to strengthen MEAL systems and support the implementation of activities at field level. The role includes mentoring staff, establishing MEAL system for the country office, produce MEAL improvement plan to be presented to the country leadership, equip MEAL manager and coordinators with the skills required for data analysis using various MEAL software and coordinating with the WR Home Office MEAL team to align country-level practices with organizational standards.

ROLE & RESPONSIBILITIES:

  • The MEAL Specialist is expected to deliver timely, high-quality technical support that strengthens MEAL strategy, promotes evidence-based reporting and learning, and enhances program impact across all field locations.
  • Metrics Portal and Systems
  • Ensure that WR internal metrics portal system is set up and fully Implemented by local MEAL team for all WR Sudan projects, including setup, data entry, and staff training.
  • Improve data management and visualization through ICT and PBI.
  • Support development of a Country Monitoring Dashboard in collaboration with WR Home Office MEAL team.
  • Project Cycle Management:
  • Monitoring, Evaluation, Learning, Accountability & Reporting
  • Develop and strengthen MEAL frameworks, tools, and data systems.
  • Strengthen WR Sudan data quality assurance and build local MEAL staff capacity around it.
  • Collaborate with field and sector leaders to enhance M&E systems and ensure reliable evidence generation.

  • Coordinate assessments, surveys (e.g., IRNA, SMART, market, KAP), evaluations, and research activities and strengthen local MEAL team capacity around these skills.

  • Develop and implement a capacity-building plan with clear objectives and timelines.
  • Conduct comprehensive training for MEAL and program staff on data management, MEAL practices, program quality, Metrics/systems, and evidence-based reporting.
  • Deliver tailored training, coaching, and mentoring for MEAL staff, focusing on tools, standards, and on-the-job guidance.
  • Promote knowledge management and help program teams understand indicators, data collection tools, and performance measurements.
  • Program Development & Quality Assurance
  • Support design and evaluation efforts by analyzing and presenting data.
  • Conduct MEAL audits and spot checks to ensure effective tool use and implementation at field level.
  • Promote evidence-based programming by drawing on internal data and practices from other WR country programs and peers.
  • Review and improve the Complaints and Feedback Mechanism (CFM), ensuring effectiveness and accountability.
  • Metrics Portal fully implemented and integrated across all programs, including trained focal points for ongoing data entry and systems maintenance.
  • A detailed work plan with key deliverables and a staff capacity-building plan.
  • Trainings completed for MEAL and program staff on MEAL principles and evidence-based reporting.
  • A comprehensive End of Assignment Report (DEOAR), highlighting achievements, recommendations, and lessons learned.
  • A follow-up action plan for WR MEAL and senior management.
  • Sample monitoring frameworks and adaptable tools for all sectors (FSL, Nutrition, Health, WASH, Protection, Education).
  • A detailed list of custom indicators and newly designed data collection tools for all program sectors.

JOB REQUIREMENTS:

  • Committed to the mission, vision, and values of World Relief
  • Strong expertise in designing project frameworks, logic models, and monitoring plans.
  • Proven ability to lead inclusive and adaptive MEAL mechanisms.
  • Proficiency in digital platforms: Comcare, ODK, Kobo Toolbox.
  • Advanced data analysis skills using Excel, Access, SPSS, STATA, Epi-Info, and other relevant tools.
  • Experience working with international humanitarian organizations, particularly in insecure environments.
  • Familiarity with multi-sector programming.
  • Demonstrated ability to lead quantitative and qualitative research and reporting.
  • Proven ability to coach and mentor others
  • Fluency in English required; Arabic fluency or conversational ability is an asset.
  • Up to 75% domestic and/or international travel required

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in statistics, economics or similar fields
  • information systems, M&E, or a related field. Master’s degree preferred.
  • Minimum of 8 years’ experience in emergency program design, monitoring, evaluation, and learning, preferably across FSL, Health, Nutrition, Protection, Education, and WASH sectors.

Compensation is commensurate with experience.
