This Operations Facility Services Manager position at Lawrence Livermore National Laboratory is responsible for implementing and executing engineering, integration, scheduling, infrastructure, and maintenance programs for business spaces and low hazard facilities in Livermore and Tracy, California. The role involves interacting with senior management, team leaders, and contractors, as well as assisting with staffing, strategic planning, and budget management within the Strategic Deterrence Directorate. This full-time, on-site position requires technical leadership to ensure safe and efficient operations, budget adherence, and continuous improvement initiatives.
Must have:
  • Provide technical leadership and direction for facility management staff and infrastructure programs.
  • Ensure work is conducted safely and efficiently, complying with DOE Orders and regulations.
  • Ensure budgets, schedules, and performance standards are met.
  • Develop and implement cost-saving initiatives for equipment reliability and safety.
  • Establish departmental objectives for facility operations, security, and infrastructure.
  • Set long-range goals aligned with institutional objectives and influence policy-making.
  • Support SD mission deliverables by influencing organizational operations and project completion.
  • Facilitate continuous improvement in security, safety, and operations.
  • Direct, implement, coordinate, and integrate efforts across organizational segments.
  • Oversee operations involving multiple technical areas and negotiate with stakeholders.
  • Secure and maintain a U. S. DOE Q-level security clearance (requires U.S. citizenship).
  • Bachelor’s degree in Science, Engineering, or a technical area, or equivalent experience.
  • Extensive experience resolving complex problems and developing solutions.
  • Extensive experience in engineering, integration, scheduling, and maintenance at DOE or commercial facilities.
  • Experience managing organizations with complex technical areas.
  • Knowledge of DOE policies, procedures, regulations, and standards.
  • Extensive experience interacting and negotiating on significant organizational matters.
  • Expert communication, facilitation, collaboration, problem-solving, and interpersonal skills.
  • Experience in performance management and supervision of technical and administrative staff.
  • Experience managing multi-million-dollar budgets and establishing strategic operational goals.
Good to have:
  • Master’s degree in Science, Engineering, or other technical areas.
  • Extensive experience establishing strategic policies and procedures within low hazard facilities and implementing successful methods and techniques.
  • Advanced knowledge and experience developing and implementing continuous improvement in operational safety, security, and efficiency while encouraging process improvement throughout the workforce.
  • Demonstrated knowledge of leadership, management, and organizational development principles and methods applied to the direction of a broad organization.

Job Details

We have an opening for an Operations Facility Services Manager. This position is responsible for the implementation and execution of engineering, integration, scheduling, infrastructure, and maintenance programs for business spaces and low hazard facilities at Site 200 in Livermore, California and at Site 300 in Tracy, California, and Livermore Computing facilities. You will interact with senior Infrastructure and Operations Directorate managers, deployed team leaders, facility managers, Project Management Office (PMO), and support contractor representatives. Responsibilities also include assisting in the management and development of staffing, short-term and long-term strategic planning and goals, Future-Years Nuclear Security Program (FYNSP) plans, and associated budgets. This position resides in the Operations Program within the Strategic Deterrence (SD) Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will:

  • Provide technical leadership and direction of SD facility management staff, and infrastructure programs to ensure that work is conducted safely and efficiently by well-trained and qualified staff in compliance with DOE Orders and applicable federal, state, and local laws and regulations.
  • Ensure budgets, schedules, and performance standards are realistically set and attained, leading to the effective achievement of objectives and meeting Laboratory requirements.
  • Develop and implement cost-saving initiatives for improving equipment reliability and safety.
  • Use independent judgment and latitude to establish departmental objectives in determining adequate and balanced support for facility operations, security, materials control and accountability, and infrastructure.
  • Collaboratively set long-range goals and strategies aligned with institutional objectives, influencing policy-making and ensuring the attainment of Laboratory mission deliverables. This role involves independent decision-making on administrative, technical, and operational matters, overseeing budgets, schedules, and performance standards while promoting innovative concepts and ensuring program quality through oversight and technical review.
  • Support key SD mission deliverables by exerting influence and making decisions that significantly affect organizational operations and the successful completion of facility equipment modifications, replacement projects, and maintenance.
  • Facilitate and support the implementation of opportunities for continuous improvement in security, safety, and operations through the implementation of both formal and informal inspection and assessment programs and metrics.
  • Direct, implement, coordinate, and integrate efforts across major organizational segments, develop and optimize policies, and provide strategic vision and planning while negotiating with senior leadership and internal/external stakeholders on critical matters.
  • Oversee all operations areas involving multiple technical areas of expertise and negotiate significant matters with management and internal/external stakeholders.
  • Perform other duties as assigned.
