Job Description

The Toulouse site is responsible for satellite system engineering, payload design and production, and ground segment development and qualification. This role, within the E2E System and Ground service of DOSE-F, involves acting as PDA and EDM System. Key responsibilities include analyzing client needs, defining system architectures, proposing innovative solutions, preparing detailed specifications, coordinating engineering activities, managing risks, and supporting decision-making. The ideal candidate will have end-to-end system technical management experience, particularly in ground+satellite systems, and strong English proficiency.
Must have:
  • Analyze client and end-user needs for Earth observation missions.
  • Lead the delivery of the associated CONOPS.
  • Define system architectures.
  • Propose innovative solutions (cost/tech) adapted to project requirements in collaboration with product teams.
  • Evaluate emerging technologies and their integration into existing systems.
  • Organize and conduct technical tradeoffs (KD/KG) related to performance and interface choices, mission parameters (orbits, altitudes, etc.).
  • Conduct feasibility studies and technological demonstrations.
  • Develop detailed specifications for onboard and ground functional chains.
  • Ensure specifications comply with technical and operational requirements.
  • Collaborate with project and IVV/IVVQM teams to validate specifications and establish the IADT matrix.
  • Define test means (EGSE).
  • Organize end-to-end system and ground engineering team activities in conjunction with quality (PA) and the project (PM, PMO).
  • Participate in the development plan.
  • Estimate and monitor associated expenses (WPM, efforts).
  • Ensure effective communication with project stakeholders.
  • Prepare regular reports on activity progress.
  • Identify potential risks and propose mitigation plans.
  • Evaluate innovation and differentiation opportunities.
  • Provide technical and strategic recommendations to decision-makers.
  • Participate in project reviews and steering committees.
  • Conduct technological and competitive intelligence to anticipate market developments.
Good to have:
  • Experience ideally in Earth observation in the electromagnetic (ROEM) or satellite imaging (Optical) domain.
  • Ability to understand complex systems.
  • Comfortable handling a large quantity of ground and system components.
  • Enjoys organizing, explaining, popularizing, and synthesizing system understanding and associated activities.

Your daily life

The site is responsible for satellite system engineering, the design and production of payloads, as well as the development and qualification of ground segments. It integrates a research center and an industrial accelerator for startups and ventures.

Within the E2E System and Ground service of DOSE-F (Observation, Science and Exploration France Directorate), as PDA and EDM System, you will be responsible for the following missions:

1. Needs Analysis and Architecture Definition

  • Analyze the needs of clients and end-users for Earth observation missions.
  • Lead the delivery of the associated CONOPS.
  • Define system architectures.
  • Propose innovative solutions (cost/tech) adapted to project requirements by collaborating with product teams. Evaluate emerging technologies and their integration into existing systems. Organize and conduct technical tradeoffs (KD/KG) related to performance and interface choices, mission parameters (orbits, altitudes, etc.).
  • Conduct feasibility studies and technological demonstrations.

2. Specification Preparation

  • Develop detailed specifications for onboard and ground functional chains.
  • Ensure the conformity of specifications to technical and operational requirements.
  • Collaborate with project and IVV / IVVQM teams to validate specifications and establish the IADT matrix (i.e., defining validation by Inspection, Analysis, Design, or Test) and define test means (EGSE).

3. Coordination and Reporting

  • Organize the activities of the end-to-end system and ground engineering team in conjunction with quality (PA) and the project (PM, PMO).
  • Participate in the development plan.
  • Estimate and monitor associated expenses (WPM, efforts).
  • Ensure effective communication with project stakeholders.
  • Prepare regular reports on activity progress.

4. Risk and Opportunity Management and Decision Support

  • Identify potential risks and propose mitigation plans.
  • Evaluate innovation and differentiation opportunities.
  • Provide technical and strategic recommendations to decision-makers.
  • Participate in project reviews and steering committees.
  • Ensure technological and competitive intelligence to anticipate market developments.

Your Profile

You have a Master 2 degree or an engineering school diploma (Bac+5), and you have experience as an end-to-end system technical manager.

  • You have experience in ground+satellite systems as a (Product Design Architect) PDA or (Engineering Delivery Manager) EDM.
  • You master the methods and implementation of technical choices (tradeoff, KD/KG).
  • Your proficiency in English allows you to converse in this language and write technical documents.

Ideally, you have experience in Earth observation in the electromagnetic (ROEM) or satellite imaging (Optical) domain.
