We are seeking a seasoned Senior Financial Analyst to support our FBI team in Quantico, VA. The role involves assisting the Government Program Manager with budget execution, developing responses to budget inquiries, documenting spend plans, preparing purchase requests, monitoring annual budgets, and tracking expenditures using financial systems. Responsibilities also include coordinating equipment requests, ensuring policy compliance, reconciling invoices, performing project duties, updating schedules, maintaining databases, and assisting with monthly reports and budget data responses for FBI Headquarters.
Must have:
  • Assist Government Program Manager with budget execution duties.
  • Develop responses to budget actions and inquiries.
  • Assist with the development and documentation of program spend plans.
  • Prepare purchase requests.
  • Monitor the program(s) annual budget.
  • Track and report program expenditures using spreadsheets and Government’s Financial Accounting Management Systems.
  • Coordinate equipment and material requests supporting program projects/tasks.
  • Ensure appropriate forms, market research, and policy guidelines are followed.
  • Reconcile invoices and provide to the Contracting Officer Representative (COR) to review for signature and approval.
  • Perform program related project duties.
  • Update project schedules.
  • Maintain Project Database.
  • Track and report receipt of equipment purchases.
  • Assist in the preparation of the Monthly Status Report (MSR) and other required reports.
  • Prepare budget data responses for Government Manager Submission to FBI Headquarters, Finance, and Operational Technology Division leadership.
  • Top Secret clearance with the ability to obtain an CI polygraph.
  • Bachelor of Science (B.S.) Degree or Bachelor of Arts (B.A.) Degree in project/financial management or related field OR seven (7) years of related experience in lieu of education.
Good to have:
  • Five (5) years of experience in budget and financial management (highly preferred with a degree).
  • Experience with FBI financial management systems.
  • Proficiency with Microsoft Excel.

Description of Task to be Performed:

Our selected candidate will help the Government Program Manager with budget execution duties, develop responses to budget actions and inquiries, assist with the development and documentation of program spend plans, preparation of purchase requests, monitor the program(s) annual budget, and track/report program expenditures, using spreadsheets and Government’s Financial Accounting Management Systems.

The selected candidate will also coordinate equipment and material requests supporting program projects/tasks; Ensure appropriate forms, market research, and policy guidelines are followed; Reconcile invoices and provide to the Contracting Officer Representative (COR) to review for signature and approval; Perform program related project duties; update project schedules, maintain Project Database, and track/report receipt of equipment purchases; and assist in the preparation of the Monthly Status Report (MSR) and other required reports based on input from the PM. Prepare budget data responses for Government Manager Submission to FBI Headquarters, Finance, and Operational Technology Division leadership, as required.

This position is on-site and requires a Top Secret clearance with the ability to obtain an CI polygraph.

Required Qualifications:

  • Bachelor of Science (B.S.) Degree or Bachelor of Arts (B.A.)
  • Degree in project/financial management or related field (with five (5) years of experience in budget and financial management highly preferred) or in lieu of education, seven (7) years of related experience.

Preferred Qualifications:

  • Experience with FBI financial management systems and Proficiency with Microsoft Excel is highly preferred.
