At eBay, the Program and Product Transformation team aims to improve how products are built and launched, optimizing the product development lifecycle (PDLC). This role, Transformation & Change Leader, is crucial for unifying different PDLC approaches into a consistent framework. The leader will drive adoption, build capabilities, and establish an operating model for product management, ensuring teams have the frameworks and support to deliver strategy effectively and create consistent, high-performing product practices.
Must Have:

  • Drive clarity and alignment around product team charters, roles, and responsibilities.
  • Create reusable frameworks for roadmapping, prioritization, OKRs, and outcome tracking.
  • Define and embed product health metrics to assess maturity, performance, and impact.
  • Lead retrospectives and operational reviews for continuous improvement.
  • Partner with Engineering and Design leaders for smooth, frictionless ways of working.
  • Ensure transparency into how product work connects to business outcomes.
  • Build a culture of accountability and excellence.
  • Proven experience leading large-scale organizational change and capability-building initiatives.
  • 10+ years of product management, product operations, or program leadership experience.
  • Deep understanding of product development workflows, PDLC, and cross-functional challenges.
  • Strong familiarity with planning frameworks (RICE, MoSCoW) and product management tools (Jira, Figma).
  • Exceptional facilitation, communication, and stakeholder management skills.
  • Analytical and systems thinker, able to diagnose problems and architect scalable solutions.
  • Experience working in complex, cross-functional environments with global scale.
  • Comfortable navigating ambiguity and building clarity in evolving organizations.

About the Role and the Team

Our mission is to improve how we build and launch products that Buyers and Sellers around the world love. We are dedicated to optimizing every stage of the product development lifecycle (PDLC)—streamlining processes, accelerating delivery, and empowering cross-functional teams to focus on outcomes and magical customer experiences.

Today, different teams across eBay operate with their own versions of the PDLC. We are now unifying these approaches into a single, consistent framework—one that will enable alignment, predictability, and excellence at scale.

The Transformation & Change Leader will play a pivotal role in this evolution. Bringing expertise in organizational change and large-scale enablement, this leader will ensure the new PDLC is adopted, understood, and embedded across our global organization. You will help product managers and cross-functional teams stay focused on strategy and outcomes by creating the conditions for consistent, high-performing product practices.

This is not about defining product strategy directly—it’s about ensuring teams have the frameworks, support, and capabilities to deliver strategy effectively.

What You Will Accomplish

Change Leadership & Adoption

  • Lead the adoption of a unified PDLC across product, engineering, design, and partner teams.
  • Develop engagement, communication, and reinforcement strategies to build alignment and sustain momentum.
  • Use facilitation, coaching, and storytelling to activate change and create buy-in across the organization.

Enablement & Capability Building

  • Create scalable enablement approaches that equip teams with the knowledge and confidence to apply the new PDLC.
  • Develop resources, playbooks, and communities of practice that embed PDLC practices into daily workflows.
  • Design reinforcement mechanisms that ensure long-term behavior change and continuous improvement.

Product Operating Model & Excellence

  • Establish a consistent operating model for product management—defining rituals, cadences, and standards that improve quality and predictability of delivery.
  • Drive clarity and alignment around product team charters, roles, and responsibilities.
  • Create reusable frameworks for roadmapping, prioritization, OKRs, and outcome tracking to increase product team effectiveness.
  • Define and embed product health metrics to assess maturity, performance, and impact.
  • Lead retrospectives and operational reviews that result in continuous improvement across teams.

Cross-Functional Alignment

  • Partner with Engineering and Design leaders to ensure smooth, frictionless ways of working.
  • Ensure transparency into how product work connects to business outcomes and value creation.
  • Build a culture of accountability and excellence, enabling product teams to operate at scale without compromising quality or speed.

What You’ll Bring

  • Proven experience leading large-scale organizational change and capability-building initiatives.
  • 10+ years of product management, product operations, or program leadership experience along with large scale learning programs with impact at the org level.
  • Deep understanding of product development workflows, PDLC, and cross-functional challenges across discovery, planning, and delivery.
  • Strong familiarity with planning frameworks (RICE, MoSCoW, opportunity solution trees) and product management tools (Jira, Productboard, Confluence, Figma, dashboards).
  • Exceptional facilitation, communication, and stakeholder management skills with the ability to influence without authority.
  • Analytical and systems thinker—able to diagnose problems, measure adoption, and architect scalable solutions.
  • Experience working in complex, cross-functional environments with global scale.
  • Comfortable navigating ambiguity and building clarity in evolving organizations.

The base pay range for this position is expected in the range below:

$142,400 - $232,300

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
