Job Description

The Workplace Health, Safety and Environment (WHSE) Manager and Safety Manager – APAC is responsible for developing, implementing, and continuously improving regional health and safety strategies to protect personnel, safeguard company assets, and support business growth. This role designs forward-thinking, risk-based WHSE programs, ensuring regulatory compliance across jurisdictions. It plays a critical leadership role in overseeing health and safety governance for major business and infrastructure projects, ensuring alignment with Cubic’s operational priorities and customer expectations. Key responsibilities include designing and managing region-wide WHSE programs, promoting a culture of proactive risk identification, providing expert WHSE support for projects, conducting safety reviews and audits, ensuring compliance with legislation and standards, leading risk assessments and incident investigations, acting as the key WHSE point of contact, representing Cubic at forums, providing reporting on WHSE metrics, developing training programs, and leading initiatives to develop safety leaders.

JOB SUMMARY:

The Workplace Health, Safety and Environment (WHSE) Manager and Safety Manager – APAC is responsible for developing, implementing, and continuously improving regional health and safety strategies that protect personnel, safeguard company assets, and support business growth. This role designs forward-thinking, risk-based WHSE programs while ensuring regulatory compliance across jurisdictions. It plays a critical leadership role in overseeing health and safety governance for major business and infrastructure projects, ensuring alignment with Cubic’s operational priorities and customer expectations

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Design, implement, and manage region-wide, best practice forward-looking WHSE programs aligned to Cubic’s business goals, values, and compliance obligations.
  • Develop and promote a culture of proactive risk identification, prevention, and continuous improvement.
  • Collaborate with global WHSE leaders to align APAC initiatives with global strategies and frameworks.
  •  Provide expert WHSE support for major capital and operational projects across the APAC region, from bid to delivery.
  • Ensure safety management systems and controls are embedded into project lifecycle planning.
  • Conduct safety reviews, audits, and readiness assessments to de-risk project delivery and meet customer and contractual obligations.
  • Monitor and ensure compliance with regional legislation, industry standards, and client HSE requirements (e.g., WHS Act, Rail Safety National Law, Safe Work NSW / QLD, ISO45001 and ISO14001).
  •   Lead risk assessments, audits, incident investigations, and implement control measures.
  • Maintain and review HSE registers (e.g. psychosocial, hazardous materials, contractor compliance) and drive timely mitigation of identified risks.
  •    Act as the key WHSE point of contact for clients, regulators, and third-party contractors.
  • Represent Cubic at regulatory, industry, and client forums; facilitate external and internal audits.
  • Provide reporting to internal and external stakeholders on WHSE metrics, incidents, improvements, and compliance outcomes.
  • Develop and implement health and safety training programs tailored to field operations, project teams, and leadership.
  • Lead initiatives to develop safety leaders and champions across the organisation.
  • Ensure the business meets training obligations under safety legislation and client contracts, including first aid, fire warden, and mental health first aid coverage.
  •  Maintain regional emergency response plans and ensure they are tested and current.
  • Coordinate serious incident response in collaboration with operations, HR, and legal teams.
  •  Lead or support incident investigations, corrective actions, and communication of learnings

GENERAL DUTIES AND RESPONSIBILITIES:

  • Comply with Cubic’s Quality Management System
  • Comply with Cubic Occupational Health, Safety and Environment policies and procedures.
  • Comply with Cubic Human Resources Procedures. Comply with security in accordance with established policies and procedures of relevant organizations

BACKGROUND AND EXPERIENCE:

Qualifications

  • Typically requires a minimum of 10 years of related experience with a tertiary safety qualification  
  • Demonstrated capacity for independent judgment on complex issues and a talent for conceptual thinking.
  • Proven track record of creating organizational objectives and principles that achieve measurable results.
  • Strong ability to persuade diverse stakeholders and drive high-level collaboration.
  • Recognized internally as a subject matter expert, reflecting deep knowledge of relevant professional domains.

Personal Qualities

  • Self-motivated with a passion for the role.
  • Ability to work autonomously and at times under pressure.
  • Strength of personality and ability to get things done within agreed timelines; meet deadlines.
  • Willingness to travel to all CDAus work locations including business facilities and field exercise locations.

Condition of Employment:

  • Successful outcome of a National Police Check.
