Job Description

The Intermediate System Specialist is responsible for maintaining electronic and physical records of Electronic Warfare (EW) equipment for obsolescence management and EW capability development. This role requires advising on technological developments, managing EW equipment distribution, and ensuring the baseline and configurable items are maintained. Key responsibilities include developing and maintaining EW technical publications, providing user audits and feedback, supporting testing and evaluation, and assisting with procurement planning and EW obsolescence management. The specialist will also support training, the EW Change Management process, and provide expertise for projects like the Airspace Coordination Centre Modernization and Digitally Aided Close Air Support, including system architecture, requirements gathering, and resolving complex communication and information system issues.
Must have:
  • STEM diploma (2 year min) or University Degree

Job Description

  • Maintain electronic records and physical stores of Electronic Warfare (EW) equipment held at the client site for the primary purpose of the obsolescence management of EW assets, and in support of EW capability development
  • Maintain a working knowledge of current and future technological developments in the EW space to advise equipment delivery planning cycles and other EW-related planning activities
  • Working knowledge of Python, CISCO device configuration, and Joint Interface Control Document open standards
  • Management of authorized EW equipment distribution;
  • Ensuring fielded EW baseline is maintained;
  • Ensuring configurable items (CIs) are per specs, and analysing failure rates and/or Eng changes;
  • Development and maintenance of EW technical publications, including Eng schematics/diagrams, parts lists, Eng changes data, test & evaluation;
  • Provide system specialist user audits and feedback;
  • Support testing and evaluation;
  • Procurement support by providing information to identify terms & conditions (packaging marking, security, quality assurance etc.), SOWs, specifications, and data item descriptions;
  • Provide advice to procurement planning in support to EW obsolescence management;
  • Assist with the training and development when onboarding new EW support staff through informal discussion regarding the state of EW technology and their experiences supporting EW capabilities;
  • Support EW Change Management process through configuration of EW Baseline and integration of new devices and technologies to EW systems and networks;
  • Advise EW obsolescence management planning and execution as EW network and software SME;
  • Provide the services of SMEs to support the implementation of the Airspace Coordination Centre Modernization (ASCCM), and Digitally Aided Close Air Support;
  • Development, the integration, the validation and the verification of all hardware and software components within the scope of all projects;
  • SoS level architecture for LC4ISR systems;
  • System requirements gathering for complex systems;
  • System level architecture for C2 communication and information systems within a distributed platform environment and a Client/Server environment;
  • ISTAR System level architecture for military C4ISR systems; and/or Data architecture definition and implementation;
  • Identifying, analyzing and resolving complex communication and information system on all associated Weapon Location Systems (WLS) platforms and related projects;
  • Analyzing, designing and/or implementing solutions for communication and information systems on all associated WLS platforms and related projects;
  • Developing and documenting solutions (tools and processes) for C2 communication and information systems in WLS platforms or within a client/server associated environment;
  • Developing, designing and maintaining test beds, and test procedures;
  • System integration, verification and validation, for hardware and software components (COTS and/or custom developed) in new or existing WLS platforms and related projects.

Qualifications

  • Proof of STEM diploma (2 year minimum) or University Degree in networking, software, computer, systems, electrical, or a suitable engineering or technical field required to support Land C4ISR.
  • Minimum of 4 years experience in system engineering in a minimum of 3 of this assessment area's criteria:
  • Demonstrated work experience in planning, configuring, employing and managing command and control communication and information systems in a distributed platform environment or within a client/server environment, or ISTAR systems.
  • Demonstrated work experience in identifying, analyzing and resolving complex communication and information system and/or ISTAR system problems.
  • Demonstrated work experience in analyzing, designing and/or implementing solutions for communication and information systems or ISTAR systems.
  • Demonstrated work experience in developing and documenting system management solutions (tools and processes) for command and control communication and information systems in mobile platforms or within a client/server environment, or ISTAR systems.
  • Demonstrated work experience in system integration, verification and validation, for hardware and software components (COTS and/or custom developed) in new or existing systems;
  • Demonstrated work experience in life-cycle management of tactical communication and information systems, or ISTAR systems.
  • Minimum of 2 years experience as a System Specialist on Military C4ISR systems.
  • Minimum of 4 years experience in the preparation of technical concept documents, system specifications, and technical proposals in the field of Information Technology / Information management or engineering. 
  • Minimum of 4 years experience in each of at least three of this assessment area's criteria:
  • Communicating information technology frameworks/strategies to management and technical staff.
  • Communicating system engineering direction for projects or systems.
  • Providing advice, guidance and recommendations on technical issues to support the decision-making of senior management.
  • Participating in multidisciplinary teams in the development of IT tactical systems, frameworks or strategies.
  • Performing strategic, operational or tactical planning for projects or systems to meet corporate strategy. 

Additional Information

  • Must be able to obtain and maintain a Government Secret Clearance and a Controlled Goods certification.
  • Must be able to go onsite 5 days a week in Gatineau and or Ottawa.
