Job Description

The Quality Manager will lead the quality function at the Locomotive Assembly Plant, ensuring high-quality locomotives meet customer expectations, regulatory standards, and internal goals. This role involves defining and executing quality strategy, overseeing quality assurance and control, managing supplier and material quality, addressing post-production and field quality issues, overseeing laboratory and compliance, and leading a high-performing quality team. The manager will drive continuous improvement and operational excellence.

  • Master’s degree in Mechanical, Electrical, or Industrial Engineering.
Must Have:
  • Lead quality function at Locomotive Assembly Plant.
  • Define and execute plant’s quality strategy.
  • Implement and maintain ISO 9001 and other certifications.
  • Oversee material inspection, in-process checks, and final product audits.
  • Lead root cause analysis and corrective/preventive actions (CAPA).
  • Monitor and improve supplier performance.
  • Manage plant’s quality lab and ensure compliance.
  • Build and lead a high-performing quality team.
  • Bachelor’s degree in Engineering (Mechanical, Electrical, or Industrial).
  • 5+ years in manufacturing quality, especially locomotive, rail, or heavy equipment.
  • Strong knowledge of ISO 9001, Six Sigma, APQP, PPAP, FMEA.
  • Fluent in English, Russian, and Kazakh.
  • Strong analytical, communication, and leadership skills.
  • Legal authorization to work in Kazakhstan.

The Quality Manager will lead the quality function at the Locomotive Assembly Plant. This role is critical to ensuring the delivery of high-quality locomotives that meet customer expectations, regulatory standards, and internal performance goals. The Quality Manager will drive a culture of continuous improvement, compliance, and operational excellence across the plant.

Responsibilities:

Strategic Quality Leadership

  • Define and execute the plant’s quality strategy aligned with global standards and business objectives.
  • Lead the implementation and maintenance of ISO 9001 and other relevant certifications.
  • Act as the primary quality liaison with HQ and global quality teams.

Quality Assurance & Control

  • Oversee incoming material inspection, in-process quality checks, and final product audits.
  • Ensure robust quality control systems are in place and continuously improved.
  • Lead root cause analysis and corrective/preventive actions (CAPA) for internal and external quality issues.

Supplier & Material Quality

  • Monitor and improve supplier performance using metrics such as DPMO, on-time corrective actions, and audit results.
  • Collaborate with sourcing and engineering teams on PPAP, new supplier qualification, and material cut-ins.

Post-Production & Field Quality

  • Represent the plant in discussions with the Services organization regarding product reliability and safety improvements.
  • Analyze warranty data, FMI notifications, and customer feedback to drive product and process improvements.

Laboratory & Compliance Oversight

  • Manage the plant’s quality lab, ensuring calibration, testing, and documentation meet internal and external standards.
  • Ensure compliance with regulatory and customer-specific requirements.

Team Leadership & Development

  • Build and lead a high-performing quality team, including engineers, inspectors, and lab technicians.
  • Provide training, coaching, and development opportunities to enhance quality capabilities across the plant.

Requirements:

  • Bachelor’s degree in Mechanical, Electrical, or Industrial Engineering (Master’s preferred).
  • 5+ years of experience in manufacturing quality.
  • Proven experience in locomotive, rail, or heavy equipment manufacturing.
  • Strong knowledge of ISO 9001, Six Sigma, APQP, PPAP, FMEA, and other quality tools.
  • Fluent in English, Russian and Kazakh.
  • Strong analytical, communication, and leadership skills
  • Must have legal authorization to work in Kazakhstan
