Redhorse Corporation is seeking a highly skilled Resource Efficiency Manager (REM) to support our critical mission at Fort Drum, NY. You will be a key player in helping Fort Drum achieve its ambitious energy and water conservation goals, contributing directly to the installation's sustainability and operational efficiency. Your work will have a direct and significant impact on resource management, cost savings, and environmental stewardship for this vital military installation. Key responsibilities include assisting the Installation Energy Manager, developing and implementing energy and water conservation projects, providing design review, identifying energy savings projects, and supporting various energy programs like EPSP, ESPCs, ERCIP, and UESCs. The role also involves promoting energy awareness, optimizing utility resources, and providing energy engineering functions.
Must have:
  • Assist the Installation Energy Manager (IEM), Regional Energy Program Manager, and Public Works Energy Product Line in achieving a robust energy management program.
  • Develop and implement actions/projects supporting facility maintenance, repair, and construction, incorporating energy and water conservation measures.
  • Provide design review comments and project/program management support.
  • Identify energy savings projects and provide construction coordination and oversight.
  • Support planning, development, execution, and analysis of projects related to Energy Program Selection Process (EPSP), Energy Savings Performance Contracts (ESPCs), Energy Resilience and Conservation Investment Program (ERCIP) projects, Utility Energy Services Contracts (UESCs), Enhanced Use Leases (EULs), Power Purchase Agreements (PPAs), Electric Vehicle Supply Equipment (EVSE) projects, Utilities Privatization (UP), 2912 Program, Renewable Energy projects, Facilities Related Control Systems (FRCS) programs, Smart Grid Program, Microgrids and Battery Storage.
  • Promote, educate, and support the adoption of energy and water conservation measures.
  • Optimize the use of utility resources (natural gas, electricity, solar, geothermal, water, wastewater, wind, etc.).
  • Aid in developing energy and water plans, such as the Installation Energy Programs Summary (IEPS).
  • Consider energy, water security, resiliency, and other initiatives to achieve savings.
  • Provide energy engineering and energy management functions in project feasibility analysis, Measurement and Verification (M&V) of savings, Alternative financing project facilitation, Supply-side cost reduction, Energy awareness promotion, Operations and Maintenance (O&M) efficiency enhancement, New technology utilization (renewable energy sources).
  • Maintain applicable security clearance(s) as required.
  • One of the following combinations of education and experience: Four-year engineering degree (preferably mechanical or electrical) and/or PE registration with 5+ years in energy management; Environmental Science, business, or related degree with 8+ years in energy management; Two-year technical degree with 10+ years in energy management; No college degree with 12+ years in energy management.
  • Obtain Certified Energy Manager (CEM) certification within 90 days of hire.
Good to have:
  • Experience with the Army's annual energy reporting requirements (AEWRS).
  • Experience in an Army DPW, Air Force BCE, or IMCOM PWC organization.
  • Conducting energy audits.
  • Experience with HVAC systems, boilers, chillers, and other energy-intensive equipment.
  • Performing life-cycle cost analyses.
  • Preparing and presenting formal multimedia presentations.
  • Training others.
  • Knowledge of the Army's DPW organization, ESPC process, UESC process, MCA program, and funding mechanisms (SRM, MCA, BOS).
  • Knowledge of DoE's FEMP, DoD's ERCIP, Environmental Management Systems (EMS), and regulations governing historic structures.
