Job Description

This role is for an Alternate Facility Security Officer (AFSO) at CAE USA Inc., Arlington, reporting to the FSO. The primary responsibility is maintaining Personnel Security for multiple USG Programs as per 32 CFR Part 117 NISPOM Rule. The AFSO will support a diverse employee population, manage facility security, and provide personnel security support for off-site locations. The position requires working with minimal supervision, attention to detail, and collaboration with various personnel levels, also providing administrative backup.
Must have:
  • Deliver comprehensive and consistent Security solutions for program management.
  • Assist in Security oversight and management of contracts/subcontracts in accordance with the applicable DD Form 254.
  • Ensure 100% audit success for all Security inspections.
  • Interface with program management and customers regarding program-unique Security requirements.
  • Support the establishment, accreditation, and maintenance of open storage area(s) in accordance with 32 CFR Part 117, NISPOM Rule.
  • Participate in internal Security self-inspections.
  • Support program management during proposal activities.
  • Conduct Security incident/violations investigations, assist with preparing reports.
  • Enforce all Customer and local Security procedures and practices.
  • Understand and implement classified hand carry procedures and courier authorizations.
  • Generate Technology Control Plans (TCP) for international program customer meetings and/or on-site foreign national visitor(s).
  • Coordinate Foreign Visitor Requests (FVRs) for incoming and outgoing international visit requests.
  • Ability to work with minimal supervision in a high-stress, fast-paced, multi-program environment.
  • Good communications skills and comfortable in a team atmosphere yet work independently.
  • Understands and implements Customer Security regulations.
  • Implement procedures as they relate to operating in a classified environment.
  • Collaborate with the ISSO / ISSM to ensure proper implementation of cybersecurity requirements.
  • Bachelor's degree in related discipline or equivalent combination of education and work experience.
  • Must obtain and maintain a minimum of a final DoD secret personnel security clearance.
  • Prior experience providing Security support on classified contracts.
  • Working knowledge of the 32 CFR Part 117, NISPOM Rule and applicable customer Security requirements.
  • Prior experience working with or implementing Security plans for facilities and Security operations.
  • Strong organizational skills and attention to detail.
  • Excellent oral and written communication skills.
  • Ability to work well in a team environment.
  • Proficient with Microsoft Suite of Office products.
  • Ability to interface effectively with all levels of management and customers.
  • Ability to multi-task in a fast-paced environment.
  • 5-10 years of professional experience.
  • Must be a U.S. citizen due to U.S. Government contract requirements.
Good to have:
  • Prior Security experience as a Facility Security Officer (FSO) or Alternate FSO.
  • COMSEC knowledge/experience.
  • CDSE Industrial Security Training – FSO for Possessing Facilities.
  • Working knowledge of NISS, DISS, and NBIS.

Summary

The Candidate will report to the Facility Security Officer and will have primary responsibility for maintaining the CAE USA Inc., Arlington’s Personnel Security for multiple USG Programs as required by the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) Rule. This Alternate Facility Security Officer position will support a fast-paced, technically diverse employee population including government, military and contractor personnel. The candidate will be responsible for managing all the security business for the facility to include providing personnel security support for the OCONUS and CONUS off-site locations for CAE USA Inc., Arlington’s employees. The selected candidate must be able to work with minimal supervision, be detail oriented and able to work with various levels of personnel. The candidate will also provide back up support to other administrative roles within the organization.

  • Generate Technology Control Plans (TCP) for international program customer meetings and/or on-site foreign national visitor(s).
  • Coordinate Foreign Visitor Requests (FVRs) for incoming and outgoing international visit requests for unclassified visits in support of a classified program and/or visits for classified programs.
  • Ability to work with minimal supervision in a high-stress, fast-paced, multi-program environment.

  • This position may require travel on company business (approx. 10%).

Qualifications and Education Requirements

Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This is not a remote position.
