Job Description

At Illumina, we are expanding access to genomic technology to realize health equity for billions of people. This Senior Manager/Associate Director role, based remotely in Austria, focuses on leading external engagement and market access strategy across Central Europe. The primary goal is to enable timely and sustainable access to innovative genomic testing by aligning policy, reimbursement, and government relations strategies to support Illumina’s mission and regional growth. The position requires deep expertise in healthcare policy, hands-on experience in payer engagement, and a proven ability to navigate complex health systems, building influential relationships with key stakeholders.

Must Have:
  • Develop and execute integrated strategies that align government affairs and market access objectives across Central Europe.
  • Build and maintain trusted relationships with key stakeholders including government ministries, health authorities, HTA bodies, payers, and regulatory institutions.
  • Shape national policy and reimbursement environments to support sustainable patient access to innovative genomic testing.
  • Lead the development of country-specific access strategies, incorporating policy, pricing, and evidence generation elements.
  • Represent Illumina in relevant policy forums, working groups, and trade associations.
  • Monitor and analyze relevant legislative, regulatory, and reimbursement developments, providing strategic insights.
  • Engage with HTA agencies and payers to articulate the clinical and economic value of genomics.
  • Identify evidence gaps and coordinate with cross-functional teams to support local evidence generation and publications.
  • University degree in Public Policy, Health Economics, Life Sciences, or a related field.
  • Extensive experience in government affairs, market access, or healthcare policy within the life sciences, diagnostics, or pharmaceutical sector.
  • In-depth knowledge of healthcare systems and reimbursement frameworks in Central Europe.
  • Proven ability to influence policy and payer decision-making through strategic engagement and evidence-based advocacy.
  • Strong communication and interpersonal skills, with experience working cross-functionally and internationally.
  • Fluent in English.

Senior Manager/Associate Director, Government Affairs & Market Access

About the Role

At Illumina, we are transforming human health by unlocking the power of the genome. We are seeking a strategic and experienced Senior Manager/Associate Director of Government Affairs & Market Access to lead our external engagement and access strategy across Central Europe, with a primary focus on enabling timely and sustainable access to innovative genomic testing.

In this role, you will be responsible for aligning policy, reimbursement, and government relations strategies to support our mission and regional growth.

You will bring deep expertise in healthcare policy, hands-on experience in payer engagement, and a proven ability to navigate complex health systems. Strong networking capabilities are essential, as you will build and maintain influential relationships with key stakeholders across the region.

The position is based in Austria and requires travel across European countries approximately 50% of the time. Fluency in English is essential, and proficiency in a Central European language is highly desirable.

Key Responsibilities

  • Develop and execute integrated strategies that align government affairs, and market access objectives to support our mission across Central Europe.
  • Build and maintain trusted relationships with key stakeholders including government ministries, health authorities, HTA bodies, payers, and regulatory institutions.
  • Shape national policy and reimbursement environments to support sustainable patient access to innovative genomic testing.
  • Lead the development of country-specific access strategies, incorporating policy, pricing, and evidence generation elements.
  • Represent us in relevant policy forums, working groups, and trade associations to position the company as a partner in advancing precision medicine.
  • Monitor and analyze relevant legislative, regulatory, and reimbursement developments, providing strategic insights and guidance to internal teams.
  • Engage with HTA agencies and payers to articulate the clinical and economic value of genomics, adapting global value dossiers to local contexts.
  • Identify evidence gaps and coordinate with cross-functional teams (e.g., Medical Affairs, Patient Advocacy, Comms, and Regulatory) to support local evidence generation and publications.

Qualifications

  • University degree in Public Policy, Health Economics, Life Sciences, or a related field
  • Extensive experience in government affairs, market access, or healthcare policy within the life sciences, diagnostics, or pharmaceutical sector.
  • In-depth knowledge of healthcare systems and reimbursement frameworks in Central Europe (particularly Poland, Czech Republic, Baltics, or similar markets).
  • Proven ability to influence policy and payer decision-making through strategic engagement and evidence-based advocacy.
  • Strong communication and interpersonal skills, with experience working cross-functionally and internationally.
  • Fluent in English; proficiency in Polish or another Central European language is a strong asset
