Job Summary
We are seeking a Director of Open Banking Strategy to lead PayPal's global enterprise strategy for open banking and open finance. This leader will drive our strategy for both inbound and outbound open finance data, collaborating with product, engineering, partnerships, and legal teams. Key responsibilities include establishing a shared vision, developing product strategy, influencing architectural roadmap, championing customer experience, defining metrics, and ensuring product profitability. The role requires a strategic thinker with strong business acumen and experience in open banking data and regulatory environments.
Must Have
- Establish a shared vision across the company for one or more products, or a platform product enabling development & scalability, with a deliberate and cohesive strategy.
- Lead product strategy development, and develop a clear, executable view of the product strategy with cross-functional stakeholders.
- Influence the architectural roadmap and balance innovative design and technical implementation, while balancing regulatory requirements, time-to-market, meeting customer needs and product profitability.
- Champion the customer experience and prioritize customer needs in product requirements and decision making.
- Define and use metrics that inform the success of products including usability studies, research and market analysis.
- Standardize workstreams to include analytics, customer discovery, market research and competitive analysis to drive data-driven decision-making.
- Responsible for product profitability, including budgetary decisions.
- Lead operational mechanisms that drive execution and accountability including Product Reviews, Operating Reviews, and Business Reviews.
- Maximize efficiency in a constantly evolving environment where the process is fluid and creative solutions are the standard.
- Define a destination state vision for open banking/open finance.
- Lead prioritization and roadmap development for open banking/open finance across all enterprise use cases.
- Drive commercial strategy and negotiations with third party providers for open banking.
- Drive innovation in how open banking data is used across a wide range of domains.
- Collaborate with Product, Engineering, Partnerships, Legal, and other teams to execute on our open banking strategy and roadmap.
- Collaborate with open finance use case owners across Risk, Credit, Marketing, Payments, and more.
- Strategic thinker with strong business acumen able to define strategy, prioritization, and roadmaps.
- Experience working with open banking / open finance data to drive meaningful value across a range of use cases.
- Experience working in a highly matrixed environment and successfully collaborating with multiple partner teams to deliver meaningful impact.
- Trusted relationship builder with internal stakeholders and external partners.
- Understanding of relevant regulatory environments (e.g., FCRA, ECOA, GLBA, GDPR), especially as they apply to data sourcing and usage.

- 10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
- 2 years of experience leading others
