The Project HSE Manager will manage HSE components for Battery Energy Storage Solution (BESS) projects in NSW, reporting to the Fluence BESS Site Manager and functionally to the Fluence HSE Manager, Australia. As Principal Contractor, this role ensures the implementation, monitoring, and continuous improvement of all HSE project management systems and processes, meeting regulatory, client, and Fluence requirements. Responsibilities include developing project-specific systems, providing HSE guidance, and working with stakeholders to achieve project objectives. The role requires familiarity with contractual arrangements, proactive risk management, performance reporting, and monitoring balance of plant contractors. Strong HSE leadership, timely advice to site leadership, positive stakeholder relationships, and oversight of HSE aspects are essential. This position is site-based and offers long-term permanent employment.
Must have:
  • Develop and implement project HSE management systems, strategies and programs for risk management within the scope of Principle Contractor.
  • Support the identification and development of project WHS improvement strategies and incident prevention methods.
  • Ensure adequate training and development is achieved in safety critical roles within the project.
  • Implement monitoring systems and lead or participate in organisational review, change management, and incident investigation.
  • Improve project HSE outcomes through championing continuous improvement strategies and initiatives.
  • Develop, implement, and test project HSE plans including emergency response, traffic management, contractor audits, environmental processes, and safe work procedures.
  • Support environmental requirements in line with regulations, client, and Fluence requirements in consultation with the Environment Manager.
  • Lead a small HSE project team, ensuring effective HSE functionality by coaching, training, developing, mentoring, and motivating them.
  • Perform additional tasks and support as directed by AU WHS Manager, Fluence Project Manager / Director, or General Manager.

Role Summary

Managing HSE components on the Battery Energy Storage Solution (BESS)delivery project in NSW and reporting directly to the Fluence BESS Site Manager and functionally reporting to Fluence HSE Manager, Australia. As Principal Contractor, the HSE Manager is accountable for ensuring implementation, monitoring, and continuous improvement of all HSE project management systems and processes within the project. Those may be specific to contractual and scope requirements and/or meet the applicable regulatory, client, and Fluence requirements. This role will develop, implement, monitor and update project specific management systems, provide timely and accurate subject matter guidance on HSE opportunities and challenges, and work closely providing advice and guidance with the Fluence project team and key stakeholders to deliver on project objectives. This role requires you to be familiar with contractual arrangements, project progress to ensure proactive risk management processes, report on project performance as per the contract and within their area of accountability and monitor the performance of balance of plant contractors as applicable. This role must provide strong HSE leadership, provide timely and accurate advice to the site leadership team and project managers, develop and maintain positive relationships with stakeholders, provide support and guidance to the HSE Advisors and provide oversight for all HSE aspects within the BESS Project. This position will be based on the project site, and if successful will lead to long-term permanent employment within Fluence.

What you will do:

  • Within the scope of Principle Contractor, this role will develop and implement project HSE management systems, strategies and programs for risk management.
  • Support the identification and development of project WHS improvement strategies together with relevant incident prevention methods and techniques.
  • Ensure adequate training and development is achieved in safety critical roles within the project.
  • Implement monitoring systems and lead, or participate, in organisational review, change management and incident investigation.
  • Seek to improve project HSE outcomes through championing continuous improvement strategies and initiatives.
  • Develop, implement, and test project HSE plans including, but not limited to:
  • Emergency response management, including emergency response teams
  • Traffic management plans
  • Audit balance of plant contractors
  • Environmental management processes
  • Safe work procedures
  • In consultation with the Environment Manager, support environmental requirements in line with environmental regulations, client and Fluence requirements.
  • Lead a small HSE project team and ensuring effective HSE functionality by coaching, training, developing, mentoring and motivating the team.
  • Additional tasks and support (within reason) as directed by AU WHS Manager, the Fluence Project Manager / Director and or General Manager

What We Are Looking For (Essential):

  • Tertiary qualification (Advanced Diploma), engineering / project management qualifications
  • +7years in energy or a related, project-based industry (i.e. construction, civil, rail, mining) with Principal Contractor experience
  • Prior leadership experience would be advantageous
  • Proficient in Microsoft Suite and database management
  • Advanced investigative skillset with proven experience in causation investigation models (TapRoot / ICAM / 8D)
  • Advanced communication, report writing, presentation and key stakeholder management skillset
  • Advanced investigative / incident / trend analytical skillset
  • Lead auditor (9001, 45001 / 4801, 14001 management systems)
  • Comprehensive knowledge of WHS and Environment legislations within area of accountability
  • Be willing and able to work in remote areas of NSW, which may involve FIFO arrangements
