As a Tender Manager, you are the strategic linchpin behind our most integral and complex civil tenders, such as rail and road tunnels, bridges, and station projects. You develop a distinctive tender approach, from understanding customer demand to creating a convincing strategy and a strong plan of action. You lead and motivate a multidisciplinary team, ensuring focus and collaboration. You are responsible for the entire tender process, translating customer needs into a smart strategy for a complete and distinctive bid, delivered on time and within budget, with a strong chance of success.
Must Have:

Thanks to your sharp insight and feeling for what the customer really needs, you develop a well-thought-out and distinctive tender approach. You maintain an overview and pace: from understanding customer demand to developing a convincing strategy and realizing a strong plan of action. You do this together with an enthusiastic and multidisciplinary team. You combine creativity with structure, and actively steer towards collaboration and results.

We work on civil projects up to 100 million euros. Challenging assignments where technology, innovation and collaboration are central. In this, you play a key role as Tender Manager: you ensure that we not only participate, but also win.

Your main responsibilities:

  • You are responsible for the entire tender process: from analyzing customer demand and determining the strategy to submitting the bid and the smooth handover to the execution team.
  • You translate customer needs into a smart strategy that leads to a complete and distinctive bid – on time, within budget and with a strong chance of award.
  • You lead and motivate a multidisciplinary project team and ensure focus, collaboration and energy in the tender process;
  • You present the tender strategy to the management team and the group management, including opportunities, risks and contractual impact (both at the beginning and end of the tender process);
  • You actively follow market developments and anticipate upcoming tenders and customer needs.

Job Description

Strukton Infra Specials (SIS) develops and realizes complex infrastructure projects within the fields of rail-civil, tunnels and hydraulic engineering. We specialize in project management and multidisciplinary collaboration. Our projects include the energy-neutral Delft Campus Station, the renovation of Amsterdam Central Station and the technical realization and maintenance of the Hubertustunnel in The Hague. In addition, we work on water safety projects such as Nieuwe Werken Zoutkamp and play a key role in the renovation and replacement of existing civil engineering structures in the Netherlands.

We work circularly and extend lifespan, with an eye for climate change and scarcity of raw materials. Thanks to more than 100 years of experience, we combine craftsmanship and innovation with a human and customer-oriented approach. Our project teams work closely together in an open, informal atmosphere. As a Tender Manager, you are part of the Market and Acquisition department, where you work daily with 4 other Tender Managers to secure challenging projects. Each Tender Manager is responsible for their own tender processes, but you are never alone. Collaboration is highly valued within the team. By continuously sharing our experiences, strategies and lessons learned, we elevate each other and together increase our chances of success.

Job Requirements

You have a sharp analytical ability and know how to quickly understand complex customer questions and translate them into a well-thought-out, feasible strategy. In the tender process, you are the one who provides direction and makes timely decisions (even under pressure), so that the team remains focused and goal-oriented. As a connector, you ensure open and effective collaboration within the tender team. You communicate clearly, making the course clear to everyone. At the same time, with your commercial sense, you know how to powerfully and attractively position plans towards the customer. You are flexible and stress-resistant, adapt quickly if the situation changes and always maintain control. In addition, you remain connected with the execution, so that you are sure that your plans are not only cleverly conceived, but also executable.

Furthermore, you have:

  • HBO or WO (higher professional education or university) work and thinking level, preferably with a background in a technical education (e.g., technical business administration);
  • Minimum 5 years of experience as a fully responsible tender manager, in which you have successfully led complex tenders;
  • Knowledge of and experience with various tender forms + UAV-GC and Bouwteams;
  • Good market knowledge / up-to-date with developments in rail, civil construction, station area development, hydraulic engineering, and tunnels.
