Job Description

As an Analyst II, you will be responsible for collaborating with stakeholders to gather requirements for Texas Medicaid Application enhancements. You will translate business requirements into user stories, map business processes, and ensure solutions align with regulations. You'll design and execute test cases, perform testing, and analyze data for accuracy and compliance, working closely with development and QA teams. Expertise in Medicaid programs, eligibility, and claims processing is essential. This role requires active participation in Agile ceremonies and fostering clear communication.
Must have:
  • Minimum 5 years of business analysis and/or testing experience.
  • Advanced proficiency in writing SQL queries for data validation.
  • Deep understanding of Medicaid business processes and regulations.
  • Strong skills in requirements gathering and documentation.
  • Proven experience in test case design, execution, and UAT.
Good to have:
  • Ability to translate Medicaid business needs into functional requirements.
  • Experience developing test plans and scenarios.
  • Experience with automated testing tools.
  • Experience in state government or public sector healthcare IT projects.
  • Relevant certifications (CBAP, ISTQB, SAFe, Scrum).

Role Description:

 

You’ll be responsible for (Responsibilities):

Key Responsibilities
Business Analysis
•            Collaborate with business stakeholders, product owners, and subject matter experts to elicit, analyze, and document detailed requirements for Texas Medicaid Application enhancements and new modules.
•            Translate business requirements into well-defined user stories and acceptance criteria for the Agile development team.
•            Map, analyze, and optimize Medicaid business processes, ensuring solutions align with Texas state and federal Medicaid regulations.
•            Lead and participate in backlog grooming, sprint planning, and PI (Program Increment) planning sessions within the SAFe Agile framework.
•            Create and maintain business analysis artifacts including process flows, data mapping documents, and requirements traceability matrices.
•            Serve as a Medicaid subject matter expert, providing guidance to team members and stakeholders.
Testing & Quality Assurance
•            Design, develop, and execute comprehensive test cases and test scripts based on documented requirements and user stories.
•            Perform functional, regression, integration, and user acceptance testing (UAT) for Medicaid application components.
•            Use SQL Server to write complex queries for data validation, backend testing, and troubleshooting.
•            Analyze data to ensure accuracy, integrity, and compliance with Medicaid business rules.
•            Identify, document, and track defects using test management and issue tracking tools (e.g., Azure DevOps, Jira).
•            Work closely with developers and QA team members to ensure timely resolution of issues and delivery of high-quality releases.
Medicaid Domain Expertise
•            Apply in-depth knowledge of Medicaid programs, eligibility, claims processing, provider management, and compliance requirements to all analysis and testing activities.
•            Ensure all deliverables meet Medicaid, HIPAA, and other relevant healthcare regulations and standards.
Agile Collaboration
•            Actively participate in all SAFe Agile ceremonies: daily stand-ups, sprint reviews, retrospectives, and PI planning.
•            Foster clear and timely communication with team members and stakeholders.
•            Support continuous improvement efforts and promote best practices in both business analysis and testing.
Required Skills & Qualifications
•            Experience: Minimum 5 years as a business analyst and/or tester in healthcare IT, with at least 3 years on Medicaid projects.
•            SQL Server: Advanced proficiency in writing and executing complex SQL queries for data validation and backend testing.
•            Medicaid/Healthcare IT: Deep understanding of Medicaid business processes, claims, eligibility, provider management, Long Term Care and regulatory compliance.
•            Business Analysis: Strong skills in requirements gathering, user story creation, process mapping, and documentation.
•            Testing/QA: Proven experience in test case design, execution, defect management, and UAT.
•            Agile Experience: Hands-on experience in Agile teams; SAFe Agile experience strongly preferred.
•            Tools: Proficiency with test management and defect tracking tools (e.g., Azure DevOps, Jira, HP ALM).
•            Communication: Excellent verbal and written communication skills, with the ability to interact effectively with both technical and non-technical stakeholders.
•            Austin Location: Strong preference in Austin, TX  and the ability to work closely with teams and stakeholders.

Preferred Skills and Qualifications
•            Requirements Translation: Ability to understand Texas Medicaid business needs and translate them into functional and technical requirements for provider enrollment, prior authorization, analytics, and fee-for-service claims systems.
•            Test Planning & Execution: Develop comprehensive test plans, test cases, and test scenarios—including database validation—for Medicaid IT projects.
•            Quality Assurance & Defect Tracking: Execute manual and automated test cases to identify defects, ensure data accuracy, and maintain compliance with Medicaid standards. Identify, document, and track defects, collaborating with development teams for timely resolution.
•            Data Integrity: Verify Medicaid data integrity and accuracy using SQL queries, stored procedures, and Medicaid-specific data validation techniques.
•            Cross-Functional Collaboration: Work with development, QA, and business teams to ensure quality and meet project goals for Medicaid initiatives.
•            Reporting & Documentation: Prepare test reports, analyze test results, and communicate findings to Medicaid stakeholders. Maintain accurate documentation of test plans, test cases, and findings for audit and compliance purposes.
•            Experience with large-scale Medicaid Management Information Systems (MMIS).
•            Familiarity with automated testing tools and practices.
•            Experience in state government or public sector healthcare IT projects.
•            Relevant certifications (CBAP, ISTQB, SAFe, Scrum).

  •  Bachelor's Degree in related field is required.
