Job Description

The Joint Laboratory Office - Nevada (JLON) is seeking an Administrator to support its programs and projects. This role involves planning, executing, and overseeing various business, workforce, operational, and organizational requirements. Responsibilities include managing administrative processes, coordinating visits, managing office space and Laboratory budgets, and ensuring compliance with safety and security requirements. The Administrator will also supervise administrative staff, represent JLON management, solve complex problems, develop new procedures, and establish systems to meet deliverables. The role requires strong administrative and organizational skills, and the ability to handle sensitive information. The selected candidate will be responsible for ensuring that action items are completed by the required due date and will follow up on pending items.

Pay Range

$91,320 - $134,100 Annually

$91,320 - $111,840 Annually for the A01.2 Level

$109,530 - $134,100 Annually for the A01.3 Level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for an Administrator to support the Joint Laboratory Office – Nevada (JLON) programs and projects. You will work independently to plan, execute, and/or provide oversight to a variety of business, workforce, operational and organizational requirements and activities. The position will support the LLNL and Los Alamos National Laboratory (LANL) managers, Laboratory personnel, and visitors at the Nevada Support Facility (NSF), as well as the Nevada National Security Site (NNSS). This position is in the Operations Program within the Strategic Deterrence (SD) Directorate.

This position will be filled at either level depending on your qualifications.  Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role, you will

  • Serve as the primary administrative point-of-contact for the JLON programs and projects; plan, execute, and/or provide oversight to a full range of advanced, sensitive, and varied workforce, operational and organizational requirements and activities.
  • Provide oversight and management of all JLON administrative processes, including but not limited to the coordination of visits and tours, office space management, Laboratory budgets, and administration, ensuring compliance with all safety and security requirements.
  • Serve as the JLON Staff Operations Manager (SOM) supervising LANL/LLNL exempt and non-exempt administrative staff including hiring, supervising, mentoring, career development, disciplinary actions, training, performance appraisals, coordinating work assignments, and providing ranking and salary recommendations.
  • Coordinate and respond to various program/project requests, requirements, and deliverables, and perform special assignments as required.  Represent JLON management on administrative and personnel matters.
  • Represent JLON management on self-assessment, audit teams, or work-related committees and lead projects to assess, set, and establish policies and procedures.
  • Solve complex and sensitive problems, develop, and implement new techniques and procedures, interpret policy, formulate recommendations, and establish procedures to ensure institutional and programmatic deliverables are met.
  • Within a complex computing environment, establish and maintain complex databases, spreadsheets, and tracking systems to ensure action items are completed by the required due date and follow up on pending items.
  • Perform other duties as assigned.

Additional job responsibilities at the A01.3 Level

  • Research, analyze, establish, and implement internal administrative procedures and systems to enhance efficiency and effectiveness of administrative operations; serve as point of contact regarding administrative requests.
  • Solve complex and sensitive problems, develop, and implement new techniques and procedures, interpret policy, formulate recommendations, and establish procedures to ensure department deliverables are met.
  • Participate in business, workforce, operations, and strategic planning activities relating to compliance, personnel, and operations as a member of the management team.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at time of hire.
  • Experience participating in and leading administrative and operational work activities with leadership and team building knowledge and skills to effectively build and supervise administrative personnel who support multidisciplinary groups.
  • Experience representing management to diverse internal and external contacts, communicating manager’s direction.
  • Experience interacting with all levels of personnel exercising a high degree of discretion, mature judgment, tact in handling issues of a sensitive nature effective interpersonal, verbal, and written communication skills necessary to handle sensitive and confidential issues with tact, discretion, and mature judgment to interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.
  • Administrative and organizational skills, including detail oriented, flexibility and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines. Ability to work effectively with short deadlines and frequent interruptions.
  • Proven analytical skills with the ability to anticipate, identify, and resolve complex issues effectively.
  • Advanced knowledge of personal computers and associated software including MS Office applications; ability to work effectively on multiple organization computing platforms.

Additional qualifications at the A01.3 Level

  • Associate degree in a business-related field or equivalent combination of significant experience and education in a related business, operational, and/or organizational area.
  • Experience identifying and analyzing opportunities for improvement and solving problems strategically.
  • Comprehensive knowledge and understanding of principles of personnel administration, policies and procedures, and state and federal laws. Broad knowledge and understanding of HR compliance requirements for personnel administration (FLSA, ADA, EEO, etc.).

Qualifications We Desire

  • Bachelor’s degree in a business-related field
  • Knowledge of LLNL policies and processes and experience with LLNL administrative software and platforms.
  • Experience working with classified documents, and the ability to be qualified in Classified Matter Protection and Control (CMPC) and serve as a Classified Administrative Specialist (CAS). Knowledge of DOE/NNSA guidelines for classified document handling procedures and computer security procedures.

Wireless and Medical Devices

Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
