Overview

Your primary responsibility as Director of Business Development is to secure new winning opportunities within the European Institutions environment. You will achieve this by your own efforts in nurturing and expanding our client and partner ecosystem, engaging with existing account teams, and building a team of sales professionals to drive pipeline and bookings in their respective areas and domains. Successful candidates will possess a strong functional skill set, a proven track record of delivering results, and excellent interpersonal and organizational skills.

To be the ideal candidate, you should have a proven track record in building and leading EU Public Sector sales teams for technology services companies, especially in expanding Digital Engineering businesses. You should have a clear vision and strategy aligned with the company's capabilities and go-to-market plans. Additionally, strong leadership skills are essential, as you will serve as the Public Sector industry lead, responsible for the financial performance and delivery quality in this sector.

You should possess a strong growth mindset, along with the experience, expertise, confidence, and presence to collaborate with senior leaders at Publicis Sapient and client organizations.

Experience in leading, constructing, and closing large multi-year deals will be a significant advantage, as will experience working with hyperscale's and other cloud platform providers. Experience of working in a matrixed environment, which includes interfacing with Industry and Regional sales and delivery teams, is essential. Knowledge of SDLC, DevOps, Agile, and ITIL will be an added benefit.

Responsibilities

Your Impact: 1. Industry & Market Leadership

  • You position Publicis Sapient as a trusted partner within the European Commission ecosystem by anticipating needs, policy changes, funding priorities, and market demands.
  • You maintain expert knowledge of key EC players, agencies, and lobbyists.
  • You are responsible for managing and developing a global sales team based in Romania, in line with annual targets, and for overseeing their quotas and performance.
  • You collaborate with the leadership of the matrixed country and industries leadership to define ways of working, identify target accounts, and develop specific execution plans.

2. Strategic Account Development

  • You build and execute account strategies that drive business with the European Commission and its agencies.
  • You lead the pursuit of large-scale programs and multi-year framework contracts, aligned with the company’s go-to-market strategy.
  • You interface with clients at all levels within existing and prospective account(s). You consult with customers to fully understand their needs.
  • You identify and lead the pursuit of the targeted new business and contract expansion opportunities within existing accounts. You leverage a client-diagnostic sales strategy and consultative approach to uncover client-specific issues and/or opportunities.

3. Partnership & Consortia Management

  • You forge and manage high-value partnerships with prime contractors, SMEs, and niche experts across Europe.
  • You structure winning consortia aligned with EC procurement models and funding mechanisms.
  • You work with Technology Alliance Partner teams such as Microsoft, AWS, Adobe, Google, Salesforce and others to jointly develop opportunities.

4. Business Growth & Pipeline Ownership

  • You identify, qualify, and shape opportunities in the EC pipeline, ensuring long-term growth.
  • You drive proactive engagement well before tenders, and deliver consultancy services for requirements to align with company strengths.
  • You identify and manage resources to develop proposals that position the full range of Publicis Sapient’s Digital Business Transformation capabilities with post-launch Digital Sustain at the core.
  • You collaborate with Publicis Sapient’s executive team and subject matter experts to jointly present proposals.

5. Thought Leadership & Representation

  • You represent the company at high-level EC forums, working groups, and events.
  • You contribute to shaping digital policy discussions and showcasing our expertise in cloud, AI, education, cybersecurity, Digital Platforms and Applications, and citizen services.

6. Executive Stakeholder Engagement

  • You build trusted relationships with EC senior officials, advisors, and budget owners.
  • You act as the bridge between client needs, industry trends, and our internal delivery capabilities.

7. Deal Shaping & Closing

  • You lead bid strategies for high-value opportunities, aligning with legal, compliance, presales and delivery teams.
  • You ensure competitive, innovative, and compliant proposals that secure sustainable business.

Qualifications

Your Skills and Experience:

  • Relevant sales and business development experience in Software Development services is a must
  • Of these, 3+ years must be in positions of team leadership, with experience in managing sales quotas and team performance
  • Experience in leading and winning multi-year technology and consulting services at Fortune-level customers, ideally in the EC space
  • Strong consultative selling focus, with a track record of developing opportunities and closing business
  • Strong business, communication and presentation skills
  • Organized with the ability to manage & track multiple priorities. Project / customer relationship management is a strength
  • Ability to collaborate effectively with others across the organization to accomplish team goals
  • Track record in working with talented sales personnel and mentoring less experienced members of sales team on business development, account management and negotiation skills
  • Drive to deliver value to clients and to help shape and build a fast-paced, growing organization
  • BSc, MSc or equivalent technology degree is a plus

As a sales director expect heavy travel to customer locations and for deal-related meetings.
