Job Description

Senior leader with end-to-end responsibility for site/regional facilities operations, including technical strategy, system improvements, project delivery, budgeting, and sustainability. Proven track record in aligning facilities operations with corporate vision, ensuring compliance, optimizing operational efficiency, and leading cross-functional teams across departments, sites, and external stakeholders. Strong focus on cost optimization, workplace safety, employee well-being, and sustainability initiatives.
Must Have:
  • Lead regional/site facilities operations, including strategy, systems integration, project execution, cost control, and continuous improvement.
  • Act as primary liaison across departments, sites, contractors, suppliers, and regulatory agencies.
  • Develop and implement strategic and operational plans aligned with company mission, vision, values, and performance targets.
  • Set operational goals, delegate responsibilities, monitor progress, and evaluate outcomes.
  • Shape and enforce company policies affecting local and broader operational scopes.
  • Ensure efficient management of facilities, maintenance, and support services, promoting a secure, safe, and employee-friendly workplace.
  • Manage annual OPEX and CAPEX budgets to meet financial targets.
  • Build and maintain talent development programs for facilities personnel.
  • Ensure full compliance with internal standards, industry accreditations, and legal regulations.
  • Champion and lead sustainability efforts across the site/factory.
  • Provide strategic oversight on all engineering improvement initiatives, focusing on ITP projects.
  • Lead Energy Risk Management (ERM) system through PDCA cycles for energy efficiency.
  • Engage cross-functional facility teams and external customers to deliver technical solutions.
  • Plan, implement, and leverage engineering data analytics for decision-making.
  • Drive integration of facility initiatives to align resources with business demands.
  • Develop and implement energy conservation designs and installations.
  • Review and manage facility capacity planning to support production requirements.
  • Oversee BU project planning, scheduling, and execution.
  • Oversee contractor performance including job scope, budget, quality, delivery, and payment.
  • Collaborate with Finance, Purchasing, Engineering, and IE teams for project action plans.
  • Standardize and implement common facilities project execution practices and quality standards.
  • Prepare project schedules for tendering, budgeting, and detailed execution planning.
  • Monitor procurement delivery and validate subcontractor progress reports.
  • Work with Construction team to track variation orders and report deviations or risks.
  • Ensure timely project completion within budgets, material usage, and manpower allocation.
  • Ensure facility design adheres to codes and safety standards, with commitment to safe execution.
  • Over 10 years experience in facilities and machinery operations in manufacturing/high-tech environments.
  • Strong technical knowledge in electrical systems, cleanroom, HVAC, DI and wastewater treatment processes.
  • Broad engineering background with interdisciplinary understanding of facility design, engineering, and construction management.
  • 3+ years in senior management roles overseeing technical teams.
  • Effective collaboration with external vendors, contractors, and engineering consultants.

Summary

Senior leader with end-to-end responsibility for site/regional facilities operations, including technical strategy, system improvements, project delivery, budgeting, and sustainability. Proven track record in aligning facilities operations with corporate vision, ensuring compliance, optimizing operational efficiency, and leading cross-functional teams across departments, sites, and external stakeholders. Strong focus on cost optimization, workplace safety, employee well-being, and sustainability initiatives.

Broad functional roles & responsibilities

1. Lead and oversee the regional/site facilities organization, including strategy, systems integration, project execution, cost control, and continuous improvement initiatives.

2. Act as the primary liaison across departments, sites, contractors, suppliers, and regulatory agencies to ensure seamless collaboration and operational efficiency.

3. Develop and implement strategic and operational plans aligned with the company's mission, vision, values, and performance targets.

4. Set operational goals and delegate responsibilities to managers; monitor progress and evaluate outcomes to drive continuous success.

5. Shape and enforce company policies affecting both local and broader operational scopes.

6. Ensure efficient management of facilities, including maintenance and support services, while promoting a secure, safe, and employee-friendly workplace.

7. Manage annual OPEX and CAPEX budgets to meet financial targets, ensuring cost-effective operations and project delivery.

8. Build and maintain talent development programs to attract, retain, and grow key facilities personnel in alignment with Corporate Real Estate goals.

9. Ensure full compliance with internal standards, industry accreditations, and legal regulations at all operational levels.

10. Champion and lead sustainability efforts across the site/factory, driving initiatives in line with corporate sustainability strategies.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Provide strategic oversight on all engineering improvement initiatives, with a focus on ITP and potential ITP projects.

2. Lead the Energy Risk Management (ERM) system through effective PDCA (Plan-Do-Check-Act) cycles to drive energy efficiency.

3. Engage cross-functional facility teams and external customers to deliver technical solutions aligned with business needs.

4. Plan, implement, and leverage engineering data analytics to support operational and strategic decision-making.

5. Drive the integration of facility initiatives to ensure resources are aligned with evolving business demands.

6. Develop and implement energy conservation designs and installations to improve capital investment returns and reduce Cost per build.

7. Review and manage facility capacity planning to support and scale with production requirements.

8. Oversee BU (Business Unit) project planning, scheduling, and execution to ensure on-time and on-budget delivery.

9. Oversee contractor performance including job scope, budget, quality, delivery, and payment, while supporting key contractor selection with Purchasing.

10. Collaborate with Finance, Purchasing, Engineering, and IE teams to develop and execute Facilities project action plans within budget.

11. Standardize and implement common facilities project execution practices and quality standards.

12. Prepare project schedules for tendering, budgeting, and detailed execution planning.

13. Monitor procurement delivery and validate subcontractor progress reports for timely and accurate payment validation.

14. Work with the Construction team to track variation order and report deviations or risks to project stakeholder

15. Ensure timely project completion while maintaining strict control within budgets, material usage, and manpower allocation.

16. Ensure all facility design work adheres to relevant codes and safety standards, with full commitment to safe execution practices.

Qualifications

Qualifications

1. Possess over 10 years of experience in facilities and machinery operations and maintenance within manufacturing or high-tech environments, with a preference for candidates who have managed multiple factories across different locations.

2. Strong technical knowledge in electrical systems, cleanroom, HVAC systems, and both DI and wastewater treatment processes.

3. Broad engineering background with interdisciplinary understanding of facility design, engineering, and construction management.

4. Proven leadership experience with 3+ years in senior management roles overseeing Sr. Managers, Managers, Engineers, Supervisors, and technical teams.

5. Effective collaborator with strong ability to build relationships with external vendors, contractors, and engineering consultants.
