They partner with community-based organizations, health systems, and government agencies to ensure underserved populations access needed services. The company seeks an experienced Human Resources Business Partner to architect, operationalize, and scale HR and recruitment functions from the ground up. This strategic and hands-on leader will develop foundational HR structures, recruit top talent, build high-performing teams, and foster a people-first culture to support growth.

Role Overview

We are seeking an experienced Human Resources Business Partner professional who can architect, operationalize, and scale our HR and recruitment functions from the ground up. This is a unique opportunity for a strategic and hands-on HR leader to join our team and drive Blooming Health’s people and culture vision. You will be responsible for developing foundational HR structures, recruiting top-tier talent, building a high-performing team over time, and fostering a people-first culture that scales with our growth.

Key Responsibilities

Strategy & Leadership

  • Partner with the executive team to translate company vision into a comprehensive people strategy and execution roadmap.
  • Translate Blooming Health’s mission and business goals into an actionable HR roadmap.
  • Establish short and long-term HR priorities and key performance indicators.
  • Set clear priorities for HR, develop scalable processes, and allocate resources effectively to support growth.
  • Serve as a trusted advisor and thought leader on organizational design, employee experience, people strategy, culture and workforce planning.

Recruitment & Talent Acquisition

  • Build and lead a high-performing recruitment function to attract mission-aligned, top-tier talent.
  • Oversee full-cycle recruiting efforts across departments, including sourcing, interviewing, and onboarding.
  • Implement scalable hiring processes, systems, and metrics.
  • Conduct competitive salary benchmarking to ensure internal equity and market alignment.

HR Operations & Compliance

  • Design and execute compliant HR policies, procedures, and programs aligned with employment law and best practices.
  • Manage employee relations, performance management, compensation, and benefits administration.
  • Lead HR systems selection and implementation (ATS, HRIS, etc.).

Performance Management & Development

  • Design and implement a robust, company-wide performance appraisal system that promotes continuous feedback, employee development, and merit-based advancement.
  • Support leadership with tools and training for effective performance conversations, career pathing, and goal setting

Benefits Administration

  • Design and manage a comprehensive total rewards strategy, including salary, equity, bonuses, and incentives.
  • Select, implement, and administer employee benefits programs, including health insurance, 401(k), wellness offerings, and additional perks.
  • Regularly assess benefits programs for competitiveness, cost-effectiveness, and employee satisfaction.

Employee Experience & Culture

  • Cultivate an inclusive, engaging, and high-performance workplace culture.
  • Lead employee engagement initiatives, DEI programs, and learning & development efforts.
  • Design and manage feedback systems and employee recognition programs.
  • Foster a strong, inclusive, and mission-aligned culture through thoughtful programs, communications, and events.
  • Design and drive engagement initiatives that promote employee well-being, connection, and retention.
  • Lead internal communications and feedback loops to ensure transparency and responsiveness.

Team Building & Resource Allocation

  • Assess organizational needs and allocate HR resources effectively across functions and geographies.
  • Coach and support managers and leaders in team development and performance management.

What We’re Looking For

  • 8+ years of progressive experience in HR leadership roles, including experience in fast-paced startups or high-growth environments.
  • Proven track record in building and scaling HR and recruitment functions from the ground up.
  • Strong knowledge of HR compliance, employment law, and best practices across multiple states.
  • Excellent strategic thinking and execution skills—can define vision and drive results independently.
  • Highly organized, detail-oriented, and adept at multitasking in dynamic environments.
  • Strong leadership, team building, and cross-functional collaboration skills.
  • Experience in culture building, employee engagement, and change management.
  • Exceptional problem-solving skills and a bias for action.
  • Proven experience designing performance appraisal systems, compensation frameworks, and benefits programs
  • Strong interpersonal and communication skills, with a high degree of emotional intelligence.
  • A generalist with deep expertise in areas such as culture-building, organizational design, talent strategy, and HR operations.
  • Able to work hands-on while also thinking strategically and building scalable systems.
  • Experience influencing at the executive level and leading cross-functional collaboration.

Preferred Qualifications

  • Experience in early-stage startups or mission-driven organizations.
  • SHRM-CP, SHRM-SCP, PHR, or similar certification is a plus.
  • Deep understanding of DEI principles and experience implementing inclusive practices.
