The Senior Manager, Application Portfolio Management (APM) leads and evolves the enterprise-wide APM function. This role ensures application and software portfolios align with business strategy, deliver value, and support compliance and operational efficiency. Responsibilities include overseeing governance, optimization, and lifecycle of applications, collaborating with various departments, and leveraging platforms like ServiceNow APM and SAM. The ideal candidate possesses deep experience in application governance, team leadership, financial acumen, and technical insight.
Must have:
  • Define and execute the overall APM strategy, aligning application investments with enterprise architecture and business goals.
  • Serve as the strategic owner of the application portfolio, ensuring transparency, rationalization, and optimization.
  • Ensure lifecycle certification, audit-readiness, and data accuracy across the application portfolio.
  • Monitor and report on compliance risks; implement risk mitigation actions.
  • Partner with business units, IT, security, finance, and procurement teams.
  • Translate portfolio insights into actionable recommendations for planning and investment.
  • Represent the APM function in enterprise planning sessions and roadmap development.
  • Lead and develop a high-performing APM team responsible for intake, onboarding, classification, and lifecycle governance.
  • Manage team workload, tasks, and milestones using ServiceNow APM/SAM or similar tools.
  • Identify and implement process improvements to enhance data quality and efficiency.
  • Develop, manage, and present dashboards, KPIs, and reports to leadership.
  • Maintain data integrity across upstream and downstream systems.
  • 10+ years of experience in IT management, enterprise architecture, or application portfolio management.
  • 5+ years of direct experience leading an APM function or team.
  • Strong expertise in application lifecycle governance, rationalization, and optimization practices.
  • Experience with ServiceNow APM and SAM modules, or similar enterprise portfolio management platforms.
  • Strong understanding of software licensing models and software asset management.
  • Proven ability to lead cross-functional teams and influence senior stakeholders.
  • Excellent analytical, communication, and presentation skills.
  • Financial management experience including budgeting, cost optimization, and vendor license analysis.
Good to have:
  • Bachelor’s degree in Information Systems, Business Administration, or related field.
  • Experience with ITIL, TOGAF, or other IT governance and architecture frameworks.
  • Familiarity with regulatory standards and compliance reporting (e.g., SOX, GDPR).

Job Details

The Senior Manager, Application Portfolio Management (APM) is responsible for leading and evolving the enterprise-wide APM function, ensuring that the organization’s application and software portfolios align with business strategy, deliver value, and support compliance and operational efficiency. This role oversees the governance, optimization, and lifecycle of all applications and collaborates closely with Enterprise Architecture, IT, Finance, Procurement, and business leaders. The ideal candidate brings deep experience in application governance, team leadership, financial acumen, and technical insight—especially in leveraging platforms like ServiceNow APM and SAM (Software Asset Management).

Key Responsibilities:

  • Define and execute the overall APM strategy, aligning application investments with enterprise architecture and business goals.
  • Serve as the strategic owner of the application portfolio, ensuring transparency, rationalization, and optimization across the landscape.
  • Ensure lifecycle certification, audit-readiness, and data accuracy across the application portfolio, including annual attestations.
  • Monitor and report on compliance risks such as outdated technology, non-compliant vendors, or insufficient controls; implement risk mitigation actions.
  • Partner with business units, IT, security, finance, and procurement teams to ensure alignment of application strategy with organizational priorities.
  • Translate portfolio insights into actionable recommendations that support planning, investment decisions, and budget forecasting.
  • Represent the APM function in enterprise planning sessions and roadmap development.
  • Lead and develop a high-performing APM team responsible for intake, onboarding, classification, and lifecycle governance of applications.
  • Manage team workload, tasks, and milestones using ServiceNow APM/SAM or similar tools to ensure timely execution and visibility.
  • Identify and implement process improvements to enhance data quality, operational efficiency, and decision-making capabilities.
  • Develop, manage, and present dashboards, KPIs, and reports to leadership on portfolio health, usage, cost, compliance, and performance.
  • Maintain data integrity across upstream and downstream systems related to application metadata and lifecycle stages.

Qualifications:

  • 10+ years of experience in IT management, enterprise architecture, or application portfolio management.
  • 5+ years of direct experience leading an APM function or team in a complex, enterprise-scale environment.
  • Strong expertise in application lifecycle governance, rationalization, and optimization practices.
  • Experience with ServiceNow APM and SAM modules, or similar enterprise portfolio management platforms.
  • Strong understanding of software licensing models and software asset management.
  • Proven ability to lead cross-functional teams and influence senior stakeholders.
  • Excellent analytical, communication, and presentation skills.
  • Financial management experience including budgeting, cost optimization, and vendor license analysis.

Preferred Qualifications:
