PayPal is seeking a Cybersecurity Risk Manager to join their global Enterprise Risk Management organization. The role involves providing effective challenge and ensuring the implementation and continuous improvement of risk and compliance frameworks within the Technology, Engineering, and Information organization. Responsibilities include leveraging security governance and risk expertise to identify and address complex security risks, recommending best practices, and driving security risk and governance initiatives. The manager will partner across teams, assess and mitigate security risks using advanced analytical skills, and contribute to improvements in the security domain. They will also lead by example, mentor the team, and foster a collaborative environment. This role requires strong leadership, project management, and communication skills.
Must have:
  • Minimum 8 years of relevant work experience and a Bachelor's degree or equivalent experience.

  • Excellent communication and interpersonal skills.
  • Proficiency in MS Office Suite.
Good to have:
  • 8+ years of Audit, Compliance, Regulatory, or Risk Management experience.
  • CISA, CISSP, and/or CISM certifications.
  • Familiarity with COSO and cybersecurity frameworks (NIST 800).
  • Knowledge of PCI Compliance, SOX, and SOC.
  • Deep understanding of technology and cybersecurity processes.
  • Experience managing risk programs in technology-based disciplines.

The Cybersecurity Risk Manager, reporting to the Director Technology Information and Security Oversight (TISO) in the global Enterprise Risk Management organization. This role is responsible providing effective challenge and ensuring that risk and compliance frameworks are effectively implemented, maintained, and continuously improved within the Technology, Engineering, and Information organization

Job Description:

Essential Responsibilities:

  • Leverage specialized security governance and risk expertise to identify and address complex security risks, recommending best practices and determining new approaches that have an impact on broader security operations, while aligning strategies with business priorities
  • Partner across teams and key stakeholders to drive security risk and governance initiatives, leading and solutioning complex projects and programs to strengthen overall security posture.
  • Apply advanced analytical skills and sound judgment to assess and mitigate security risks, considering diverse perspectives and innovative solutions. Stay informed on industry trends and regulatory landscape while evaluating their security implications within the context of the PayPal’s governance framework.
  • Directly contribute to improvements within the security domain and occasionally beyond, ensuring decisions lead to meaningful enhancements in risk mitigation strategies and overall security practices.
  • Leverage relationships across teams, both within and outside of security, to influence initiatives and integrate feedback into security governance processes and risk management practices.
  • Develop and articulate clear plans and priorities for the team, guiding them to achieve security risk and governance objectives while fostering a collaborative and high-performance environment.
  • Lead by example, providing mentorship and support to ensure the team successfully executes on initiatives and goals.

Minimum Qualifications:

  • Minimum of 8 years of relevant work experience and a Bachelor's degree or equivalent experience.

Preferred Qualification:

8+ years of Audit, Compliance, Regulatory, Risk Management or similar experience.

Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), and/or Certified Information Systems Manager certifications desirable, but not required.

Familiarity and understanding of COSO and cybersecurity (e.g. NIST 800) frameworks, PCI Compliance, SOX, and SOC.

Deep understanding of technology and cybersecurity processes (e.g. product security and information protection, service delivery, data management, privacy, change management, vulnerability management, and disaster recovery).

Experience in managing risk programs in Technology-based disciplines. Proven ability to work in a highly matrixed environment to ensure the effective execution of PayPal’s risk management program.

Demonstrates strong and effective leadership skills and ability to operate comfortably and independently within a complex cultural/global environment.

Strong project management skills and proficiency in managing large scale changes.

Possesses sound judgment, flexibility, and nimbleness in changing courses and solving problems swiftly.

Ability to multitask effortlessly and manage competing priorities under demanding deadlines.

Demonstrated ability to learn quickly, manage projects and drive/achieve results.

Strong MS Office, Word, Excel, Visio, and PowerPoint skills.

Superior verbal and written communication skills with an ability to effectively engage at all levels of the organization
