Job Description

Rackner is seeking a Business Development & Capture Lead to drive growth within the DoD and Air Force sectors. This role involves leading the full capture lifecycle from discovery to award, shaping growth initiatives, developing win themes, and building strategic alliances. The lead will also build relationships with DoD and Air Force decision-makers and represent Rackner at industry events, contributing to the company's mission of delivering modern, innovative solutions.
Good To Have:
  • Comfortable discussing technical solutions such as DevSecOps, AI/ML, cloud architecture, and cybersecurity
  • Formal training / certification in business development or capture (i.e. Shipley Associates BD training)
  • Certifications such as Certified Federal Contracts Manager (CFCM) / Certified Sales Development Associate
  • Certifications in proposals (e.g., APMP Foundation)
Must Have:
  • Lead the full capture lifecycle from discovery to award
  • Create and execute winning strategies
  • Partner with Rackner’s executive team to shape growth initiatives
  • Develop win themes and orchestrate proposals
  • Build strategic alliances
  • Build and maintain strong relationships with DoD and Air Force decision-makers
  • Represent Rackner at customer sessions and industry events
  • 5+ years of experience in federal business development or capture management
  • Proven track record leading multi-million-dollar pursuits from concept through award
  • Deep familiarity with Air Force acquisition and the broader DoD ecosystem
  • Experienced with CRM and pipeline tools (Monday.com, Deltek GovWin, Salesforce)
  • Eligible for DoD Security Clearance (Top Secret preferred)

Your Mission

  • Lead the full capture lifecycle – from discovery to award – creating and executing strategies that win.
  • Partner directly with Rackner’s executive team to shape growth initiatives and influence national-level contracts.
  • Develop win themes, orchestrate proposals, and build strategic alliances that position Rackner for success.
  • Build and maintain strong relationships with DoD and Air Force decision-makers to shape acquisition requirements.
  • Represent Rackner at customer sessions, industry events, and internal strategy offsites.
  • Grow with the role – today you’ll operate as a solo capture lead, tomorrow you’ll help build and mentor the next generation of our BD organization.

Who You Are

  • 5+ years of experience in federal business development or capture management (DoD experience preferred).
  • Proven track record leading multi-million-dollar pursuits from concept through award.
  • Deep familiarity with Air Force acquisition and the broader DoD ecosystem.
  • Comfortable discussing technical solutions such as DevSecOps, AI/ML, cloud architecture, and cybersecurity.
  • Experienced with CRM and pipeline tools (Monday.com, Deltek GovWin, Salesforce).
  • Self-starter who values ownership, speed, and measurable results.
