Rackner is seeking a Senior Program Manager to lead a Department of Defense health mission. This role focuses on program leadership, stakeholder alignment, governance, and execution within a technical and mission-driven environment. You will ensure clarity, alignment, and accountability across stakeholders, serving as a trusted partner to executive leadership and government clients. Responsibilities include overseeing program governance, managing schedules, tracking risks, and ensuring consistent communication. The ideal candidate supports decision-making with clear insights and helps establish operating rhythms for predictable delivery in a regulated environment, operating at both strategic and execution levels.

Must Have

• Lead program execution for federal health portfolio.
• Partner with executive leadership and government clients.
• Oversee program governance, schedules, risks, and communication.
• Bachelor’s degree in Business Administration, IT, or related field.
• Extensive experience leading programs in federal/defense.
• Strong judgment, communication, and organizational skills.
• Active Secret clearance.

Good to Have

• Master’s degree.
• PgMP/PMP certification.
• Experience supporting DHA, HHS, VA, NIH, CDC, or federal health programs.
• Experience in cloud, DevSecOps, cybersecurity, or agile delivery environments.
• Managed cross-functional, geographically distributed teams.

About the Role:

• Rackner is seeking an experienced Program Manager to support a Department of Defense health mission. This role is designed for a senior-level professional who brings structure, judgment, and executive presence to complex programs and is comfortable partnering directly with internal leadership and government clients.
• This is not a technical delivery role. Instead, it focuses on program leadership, stakeholder alignment, governance, and execution within a technical and mission-driven environment. The ideal candidate acts as a steady point of integration between Rackner leadership, client stakeholders, and delivery teams.

What You’ll Do:

• You will lead program execution for a federal health portfolio, ensuring clarity, alignment, and accountability across stakeholders. You will serve as a trusted partner to executive leadership, helping translate strategy into executable plans while maintaining strong relationships with client counterparts.
• You will oversee program governance, manage schedules and priorities, track risks and dependencies, and ensure consistent communication across teams. You will support decision-making by providing clear insights into program health, tradeoffs, and outcomes. You will also help establish and reinforce operating rhythms that support predictable delivery in a regulated environment.
• This role requires comfort operating at both the strategic and execution levels, particularly in settings where expectations are high, timelines matter, and communication must be clear and measured

What You Bring

• Bachelor’s degree in Business Administration, IT, or related field
• Extensive experience leading programs in federal, defense, or regulated environments
• Demonstrated ability to partner directly with executives, senior government stakeholders, and client leadership
• Strong judgment, communication, and organizational skills
• Experience managing governance, schedules, risks, and stakeholder expectations
• Comfort operating in a technical or delivery-focused environment without being hands-on technical
• Ability to bring calm, clarity, and structure to complex or evolving programs

Nice-to-Have:

• Master’s degree preferred for Senior/Expert roles
• PgMP/PMP preferred for Journeyman+, PgMP strongly preferred for Senior/Expert
• Supporting DHA, HHS, VA, NIH, CDC, or federal health programs
• Experience in cloud, DevSecOps, cybersecurity, or agile delivery environments
• Managed cross-functional, geographically distributed teams to deliver digital programs with rapid innovation cycles.
