Job Summary
The Finance HR Admin Director will establish and optimize financial and HR systems, drive strategic financial planning, manage funds, and control risks. Responsibilities include overseeing financial operations, coordinating with government bodies, and providing financial support. The role also covers comprehensive human resource management, including organizational design, talent acquisition, performance, training, compensation, and administrative functions. This position requires over 15 years of experience in corporate finance, with at least 5 years in a managerial/director role, and 5 years in HR and administration.
Must Have
- Bachelor's degree or above in Accounting or Finance
- Certified Public Accountant or Intermediate Accountant Certificate
- 15+ years of corporate finance experience
- At least 5 years of experience as a finance manager/director
- At least 5 years of experience concurrently managing HR and administration
- Proficient in financial management, accounting, and control systems
- Proficient in national financial, tax, and audit laws and policies

Job Description
Job Responsibilities:
Finance:
1. Establish and improve the financial system according to the company's overall strategic requirements, and promote the company's process construction and risk control management.
2. Provide basis for the company's operating decisions using financial accounting and accounting management principles, assist the president in formulating company strategies, and preside over the formulation of the company's financial strategic planning.
3. Be fully responsible for the company's financial management and internal control related work, and participate in formulating the company's strategic goals and plans for business development.
4. Formulate the company's capital operation plan, supervise capital management reports, and budgets and final accounts; raise funds required for the company's operations, ensure the capital needs for the company's strategic development, and approve major capital flows of the company.
5. Preside over risk assessment, guidance, tracking, and financial risk control for major investment projects and operating activities; calculate the cost of capital raising methods required for the company's investment activities.
6. Review financial statements and submit financial management work reports.
7. Coordinate the company's relationship with banks, industry and commerce, taxation, and other government departments to protect the company's interests.
8. Provide financial work support to other departments.
9. Plan and apply for company qualifications and government projects.
10. Complete other tasks assigned by the leadership.
Human Resources and Administration:
1. Participate in diagnosing, designing, and optimizing organizational change work, and be responsible for the company's organizational research and subsequent organizational optimization.
2. Based on the company's strategy, research and design human resource management models (including the comprehensive construction of recruitment, performance, training, compensation, and employee development systems).
3. Based on the company's strategy, formulate human resource strategies and annual work plans, and guide the organization and implementation of various plans.
4. Be responsible for formulating human cost budgets and departmental budgets, guiding budget execution, and monitoring risks.
5. Be responsible for guiding and supervising the optimization of human resource modules and process construction.
6. Be responsible for designing and guiding the organization and implementation of the company's special human resource plans.
7. Be responsible for daily departmental work management and human resource team training.
8. Be responsible for the search and recruitment of high-end talent to reserve key talent for the company's development.
9. Be responsible for the training and management of managers and above in the company.
10. Be responsible for promoting the company's corporate culture construction and creating a good employee relations atmosphere.
11. Be responsible for personnel capacity evaluation, data analysis, and reasonable allocation.
12. Be responsible for the administrative management of the entire company.
Qualifications:
1. Bachelor's degree or above in Accounting or Finance, with Certified Public Accountant and Intermediate Accountant certificates. Senior Accountant title preferred.
2. Over 15 years of corporate finance experience; and at least 5 years of experience as a corporate finance manager/director or person in charge; and at least 5 years of experience concurrently managing human resources and administrative responsibilities.
3. Experience in accounting firms, overseas companies, or group company financial management preferred; experience or channels in corporate equity financing and IPO financing.
4. Possess excellent financial management awareness, be familiar with advanced financial management methods, be proficient in corporate financial accounting and control systems, and have systematic planning experience; be proficient in national financial, tax, and audit laws and policies.
5. Possess corporate human resources and administrative management experience, be familiar with national labor laws and local laws and regulations, and have strong team management experience, coordination, communication, and persuasion skills.
6. Strong overall planning, communication, organizational, and coordination abilities, good teamwork spirit, strong sense of responsibility, rigorous work style, and strong stress resistance.
7. Possess strong communication, comprehension, learning, analysis, and decision-making abilities, and be courageous to take responsibility.
