Job Summary

A Purchasing Supervisor is responsible for establishing procurement policies and processes, developing and executing purchasing and stocking plans based on sales demand. This role involves negotiating with suppliers, analyzing and controlling procurement costs, managing supplier relationships, and overseeing material certification. The supervisor also handles contract signing, execution monitoring, payment reconciliation, and departmental budget management, ensuring efficient and cost-effective procurement operations.

Must Have

  • Responsible for the institutional construction, process, and system construction of procurement work
  • Formulate corresponding procurement plans and stocking plans, organize implementation, and supervise execution
  • Responsible for supplier negotiations, competitive analysis of procurement costs, industry cost research and analysis, and improving cost reduction and control solutions
  • Responsible for submitting monthly and quarterly procurement work reports
  • Responsible for supplier development and management according to supply chain management planning
  • Responsible for the organization and management of material certification
  • Responsible for the signing of supplier contracts and other documents, including negotiation of legal terms, prices, and payment terms
  • Responsible for monitoring the execution and delivery acceptance of contracts, and capable of handling abnormal issues
  • Responsible for reconciliation with suppliers, account management, and follow-up on payment matters; ensuring accurate accounts and invoices without discrepancies
  • Responsible for the document management of the procurement department
  • Responsible for formulating the department's budget and managing budget execution
  • Complete other tasks assigned by superiors
