Must Have
- Consult with clients to gather program needs and requirements
- Analyze, define, and document data, workflow, and system requirements
- Write and maintain technical specifications
- Estimate feasibility, costs, time, and compatibility for programs
- Develop and maintain plans for program development
- Research and evaluate software and hardware for programming
- Design and code screen layouts, GUIs, and system interfaces
- Convert designs and specifications into computer code
- Compile code and correct errors
- Create and run test transactions to confirm program specifications
- Analyze code to find causes of errors and revise programs
- Prototype, refine, test, and debug programs with clients
- Provide technical assistance for program inquiries and issues
- Monitor program performance after implementation
- Write and maintain documentation for program development and changes
- Write or review documentation for installation and operating procedures
- Train end users or technical support staff on programs
- Act as Subject Matter Expert (SME) in related applications
- Bachelor’s Degree (MIS or Computer Science desired) or equivalent work experience
- 5+ years business programming experience
- Proven Systems Analysis skills
- Experience troubleshooting system requirements
- Experience providing third-party vendor software support
- Experience managing multiple tasks
- 4+ years JIRA Administration and System Support
- 4+ years Service Desk Administration and System Support
- Proficiency in MS SQL Server and IIS
- Experience with Microsoft Visual Studio / Team Foundation Server (with GIT)
- Knowledge of Python, C#, PowerShell, VB.NET, VBA, ASP.NET, JavaScript, HTML, REST APIs
- Eligible for DoD Personal Security Clearance
- Must be a U.S. citizen

Summary
This position will perform a variety of duties related to the integration, administration, upgrade, testing and support of enterprise and departmental software applications and databases. The Programmer Analyst ll will also be involved in all phases of custom software development for various Human Resources, Finance, and Engineering applications. The analyst will also be a part of a team supporting JIRA, Ivanti Service Desk, and SharePoint, including administration, and assisting with departmental workflows and site development.

- Consult with clients to gather information about program needs, objectives, functions, features, and input and output requirements.
- Analyze, define, and document requirements for data, workflow, logical processes, hardware and operating system environment, interface with other systems, internal and external checks and controls, and outputs.
- Write and maintain technical specifications.
- Analyze and estimate feasibility, costs, time, and compatibility with hardware and other programs.
- Develop and maintain plans outlining steps and timetables for developing programs.
- Research and evaluate software and hardware to assist in programming or to use as a program platform.
- Design and code screen layouts, graphical user interfaces, printed outputs, and interfaces with other systems.
- Convert designs and specifications into computer code.
- Compile code into programs and correct errors detected in compile process.
- Create test transactions and run tests to find errors and confirm programs meet specifications.
- Analyze code to find causes of errors and revises programs.
- Consult with client to prototype, refine, test, and debug programs to meet needs.
- Provide technical assistance by responding to inquiries from others regarding errors, problems, or questions about programs.
- Monitor performance of programs after implementation.
- Write and maintain documentation to describe program development, logic, coding, testing, changes, and corrections.
- Write documentation or review documentation written by others that describes installation and operating procedures.
- Train end users or technical support staff to use programs.

Qualifications and Education Requirements
- Bachelor’s Degree (Management Information Systems or Computer Science desired) or equivalent work experience required.
- 5+ years business programming experience
- Must have proven Systems Analysis skills and experience with troubleshooting system requirements, providing third party vendor software support and managing multiple tasks
- JIRA Administration and System Support 4+ years
- Service Desk Administration and System Support 4+ years
- MS SQL Server, IIS
- Microsoft Visual Studio / Team Foundation Server (with GIT)
- SharePoint Administration experience (preferred but not required)
- Knowledge in Python, C#, PowerShell, VB.NET, VBA, ASP.NET, JavaScript, HTML and REST APIs
- Good communication skills
- Ability to interface with all levels of system users and vendors.
- Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.
- Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions.
- Incumbent must be eligible for DoD Personal Security Clearance.
