Job Summary

Dynamis is seeking a Senior Analyst/Site Lead to assist the Program Manager in supervising contractor personnel and managing site-specific workloads. This role involves serving as a liaison between the contractor and government, providing guidance to ensure work quality, and ensuring adherence to policies. The Senior Analyst will also provide statistical information, share research expertise, and manage case assignments based on priority, ensuring adequate support. They will be responsible for overall site management and performance, acting as the primary point of contact in the PM's absence.

Must Have

  • Assist Program Manager with supervising contractor personnel and managing site-specific workloads.
  • Serve as a designated liaison between the contractor and government.
  • Provide guidance and oversight to other contract personnel to ensure quality of work.
  • Ensure all contractor personnel adhere to government policies, procedures, and guidelines.
  • Provide statistical information to the contractor and government as needed.
  • Share knowledge and expertise about research techniques with government employees.
  • Ensure cases are assigned according to priority and inform COR of caseload needs.
  • Perform research and analysis of myriad data sources and initiate leads.
  • Screen, prioritize, and develop leads on incoming cases.
  • Enter leads into the leads management system of record.
  • Identify key targeting data and collect additional intelligence of value.
  • Ensure data fields in the system of record are updated, accurate, and complete.
  • Develop and/or enhance leads as directed by TOD staff or established priorities.
  • Use digital methods to conduct all source and open-source research and analysis.
  • Assess foreign and domestic-based publicly available information to identify trends.
  • Exploit data from specific sources and raw intelligence to validate collection requirements.
  • Identify trends, detect high-risk areas, and prioritize enforcement approaches.
  • Deliver accurate, complete, and timely data to users.
  • Work with sensitive information within guidelines of statute, regulations, and policy.
  • Answer and track incoming phone calls and elicit details from the caller.
  • Maintain confidentiality of information.
  • Review web tips received online to identify possible allegations.
  • Compare viable tips to existing information and process as necessary.
  • Analyze content of phone and web tips to determine if allegation is within ICE jurisdiction.
  • Perform research in sensitive law enforcement, DHS, and open-source databases.
  • Accurately document information received from a tipster and reference findings.
  • Write detailed reports to document research results, identify field office, and upload to database.
  • U.S. Citizenship.
  • Ability to obtain ICE suitability.
  • At least five (5) years of cumulative experience in performing investigations, social media, open-source information, research, targeting and analysis.
  • Advanced knowledge of immigration and criminal justice laws, regulations, and policies.
  • Ability to supervise and lead a team while managing workload with competing priorities and deadlines.

Good to Have

  • Current or recent experience providing open-source analytical support for DHS or other US Government clients.
  • Watch Center or similar threat monitoring experience.
  • Federal law enforcement experience.

Dynamis is seeking a Senior Analyst/Site Lead that will assist the Program Manager (PM) with supervising contractor personnel at each site and manage all site-specific workloads, while serving as an additional designated liaison between the contractor and the government. Senior Analyst shall provide adequate guidance and oversight to other contract personnel to ensure the quality of work meets or exceeds government requirements. The Senior Analyst will ensure that all contractor personnel adhere to all government policies, procedures, and guidelines. The Senior Analyst will also provide statistical information to the contractor and the government as needed or requested. All administrative functions performed by Senior Analysts shall not exceed more than ten percent of any workday without permission from the Contracting Officers Representative (COR). The Senior Analyst will also share knowledge and expertise about research techniques with government employees; both formally in a training setting or informally during casework. The Senior Analyst will ensure that cases are assigned according to their priority and will inform the COR when more casework is needed or when the caseload requires support from additional contract personnel on the contract regardless of office location. Senior Analyst/Site Lead shall be responsible for the management and performance of all work under this task order at their respective site (NCATC or PERC). The Senior Analyst shall be the primary point of contact for the contracting officer and designated COR in the PM’s absence.

  • Analysts will perform research and analysis of myriad data sources and initiate leads.
  • Screen, prioritize, and develop leads on incoming cases.
  • Enter leads into the leads management system of record.
  • Identify key targeting data (e.g. addresses, vehicles, places of employment; associates, etc.); collect and include additional intelligence of value to officer and operational safety, pattern(s) of travel, and potential criminal activity/criminal indicators.
  • Ensure data fields in the system of record, are updated, accurate, and complete. Attach pertinent photographs, reports, and correspondence. Once entered, leads will be reviewed by PERC or NCATC staff for accuracy, quality, and completeness before disseminating to ICE Field Offices.
  • Develop and/or enhance leads as directed by TOD staff or according to established priorities.
  • Use digital methods to conduct all source and open-source research and analysis on matters of national security to support ongoing investigations.
  • Assess foreign and domestic-based publicly available information to identify trends, patterns, and relationships that provide unique insights to address intelligence requirements.
  • Exploit data from specific sources and raw intelligence and compile them to validate intelligence collection requirements.
  • Identify trends, detect high-risk areas for weapons proliferation, and prioritize enforcement approaches by applying research and advanced analytics.
  • Deliver accurate, complete, and timely data to users across the organization.
  • Work with sensitive information within the guidelines of statute, regulations, and policy governing the customer.
  • Answer and track incoming phone calls and elicit details from the caller to identify possible allegations and specific actionable information.

Requirements:

  • U.S. Citizenship.
