Job Summary
Redhorse Corporation is seeking an experienced IT Program Manager to lead the creation, delivery, and operational support of a critical web-based internal tool. This role involves bridging technical delivery teams, Sponsor stakeholders, and regulatory requirements. The manager will drive program execution from inception through long-term operations and maintenance, ensuring continuous compliance, high usability, and alignment with strategic goals for non-technical end-users.
Must Have
- Drive the execution of the program roadmap, ensuring a critical balance between technical innovation, rigorous Sponsor regulatory requirements, and client needs.
- Coordinate all activities across diverse, cross-functional teams, including Engineering, Designer, Compliance, and Quality Assurance (QA), to ensure seamless integration and delivery.
- Ensure all program deliverables consistently meet Sponsor regulatory requirements. Partner directly with Compliance and Legal teams to rigorously document all relevant processes, testing protocols, and mandated reporting.
- Oversee and manage the Operations & Maintenance phase for the life of the contract, ensuring the tool's reliability, performance, and security.
- Monitor application performance, gather comprehensive user feedback, and analyze relevant metrics to proactively drive continuous improvements and feature enhancements.
- Serve as a mentor and guide to program team members, fostering a culture of clarity, efficiency, continuous learning, and collaborative partnership.
- Active TS/SCI with Polygraph security clearance.
- Bachelor’s degree in a technical field such as Cloud Computing, Computer Science, Information Technology, Information Systems, or Cybersecurity.
- 10+ years of comprehensive Program Management experience.
- Program Management Professional (PMP) certification.
- Certified Scrum Master (CSM).
- 3+ years' experience in the management of highly classified IC programs.
- Proven experience effectively communicating complex technical and non-technical information to diverse audiences, including Sponsor leadership and key stakeholders.
Good to Have
- Master's degree in any of the above-listed fields.
- Experience utilizing Agile Program Management tools such as Jira or Confluence.
- Deep understanding and experience with Agile PM methodologies.
- Proficiency with the Microsoft suite of tools for project planning and communication.
- Experience with data visualization, aggregation, and reporting tools such as PowerBI or Tableau.

This tool is essential for providing non-technical end-users with compliant and intuitive access to necessary functionality. This role requires an outstanding leader capable of serving as the primary bridge between technical delivery teams, Sponsor stakeholders, and complex regulatory requirements. The successful candidate will drive program execution from inception through delivery and sustain long-term operations and maintenance (O&M), ensuring continuous compliance, high usability, and alignment with Redhorse’s strategic goals.
Key Responsibilities
- Program Execution and Strategy: Drive the execution of the program roadmap, ensuring a critical balance between technical innovation, rigorous Sponsor regulatory requirements, and client needs.

Required Qualifications
- Security Clearance: Active TS/SCI with Polygraph
- Education: Bachelor’s degree in a technical field such as Cloud Computing, Computer Science, Information Technology, Information Systems, or Cybersecurity.
- Program Management Experience: 10+ years of comprehensive Program Management experience.
Certifications:
- Program Management Professional (PMP) certification.
- Certified Scrum Master (CSM).
- IC Experience: 3+ years' experience in the management of highly classified IC programs.
- Communication: Proven experience effectively communicating complex technical and non-technical information to diverse audiences, including Sponsor leadership and key stakeholders.
Desired Experience
- Advanced Degree: Master's degree in any of the above-listed fields.
- Agile Tools: Experience utilizing Agile Program Management tools such as Jira or Confluence.
- Methodologies: Deep understanding and experience with Agile PM methodologies.
- Collaboration Tools: Proficiency with the Microsoft suite of tools for project planning and communication.
- Data Visualization: Experience with data visualization, aggregation, and reporting tools such as PowerBI or Tableau.
