Job Description

Seeking an experienced Threat Intelligence Subject Matter Expert (SME) to support the CMS Security and Privacy Support Services Contract. This role focuses on identifying, analyzing, and communicating cyber threat intelligence to enhance CMS's understanding of adversary tactics, vulnerabilities, and potential attack vectors targeting ACA and NST systems. The SME will develop CMS-aligned threat models, enrich Continuous Diagnostics and Mitigation (CDM) and incident response activities, and provide actionable intelligence to risk strategists, ISSOs, and system owners.
Good To Have:
  • Experience supporting CMS or other HHS programs
  • Certifications such as GCTI, CEH, CISSP, or CYSA+
  • Familiarity with CMS ARS 5.0 and NIST 800-53
  • Experience collaborating with government ISACs or participating in federal threat intel exchanges
  • Knowledge of incident response and cyber operations frameworks
Must Have:
  • Collect, analyze, and synthesize threat intelligence related to healthcare, federal systems, and critical infrastructure
  • Develop threat models and adversary profiles aligned with CMS systems and threat landscape
  • Provide analysis and briefings on current threat actor behaviors, tools, tactics, and procedures (TTPs)
  • Collaborate with CMS, ISSOs, and cybersecurity operations teams to enhance situational awareness and threat response posture
  • Support threat hunting and vulnerability mitigation by integrating intelligence into CDM and monitoring tools
  • Produce intelligence reports, risk advisories, and mitigation recommendations for system and program stakeholders
  • Coordinate with CMS stakeholders and external intelligence-sharing entities (e.g., ISACs, CISA)
  • Maintain awareness of industry trends, emerging threats, and threat intelligence platforms (TIPs)
  • Bachelor’s degree in Cybersecurity, Intelligence Studies, or related field
  • 6+ years of experience in cybersecurity with at least 3 years focused on threat intelligence
  • Proven experience producing threat models, advisories, and cyber threat briefings
  • Strong understanding of MITRE ATT&CK framework, TTP analysis, and adversary emulation
  • Familiarity with TIPs, STIX/TAXII, and threat feeds
  • Excellent writing and communication skills for technical and executive audiences
  • Legal authorization to work in the U.S. indefinitely

Job Description

Seeking an experienced Threat Intelligence Subject Matter Expert (SME) to join our team. This individual will be crucial in supporting Task 8 of our CMS Security and Privacy Support Services Contract. The primary focus of this role is to identify, analyze, and communicate cyber threat intelligence, thereby enhancing CMS's understanding of adversary tactics, vulnerabilities, and potential attack vectors targeting CMS Affordable Care Act (ACA) and No Surprises and Transparency (NST) systems. The Threat Intelligence SME will also be responsible for developing CMS-aligned threat models, enriching Continuous Diagnostics and Mitigation (CDM) and incident response activities, and providing actionable intelligence to risk strategists, Information System Security Officers (ISSOs), and system owners.
