Job Description

Thales is seeking an Engineering Delivery Manager to plan, coordinate, and supervise engineering activities for airspace management and protection systems. The role involves ensuring timely, cost-effective, and quality delivery, promoting Agile methodologies, and collaborating with various stakeholders. This position is crucial for the "Airspace Mobility Solutions" (AMS) strategy, focusing on product development, re-platforming, containerization, and continuous integration to enhance ATC capabilities.
Good To Have:

Must Have:
  • Plan, track, coordinate, and supervise engineering activities to ensure delivery on time, cost, and quality.
  • Work closely with all stakeholders (PDA, Scrum Master, PO, engineering, architecture, development & IVV teams) for effective project execution.
  • Promote and apply Agile methodologies for continuous delivery and process improvement.
  • Structure and manage the project at all levels (EMP/OBS/WBS/KPIs/JIRA/Team animation/presentations).
  • Responsible for financial and technical project management, tracking technical progress and EVM.
  • Manage and strategize subcontracting.
  • Coordinate disciplines (PDA, IVVQM, PO, Scrum-Master) to design, develop, qualify, and deliver solutions.
  • Responsible for monitoring the Operational and Security Maintenance of OpenSky, especially after Topsky-ONE instances deployment.
  • Coordinate associated dependencies for OpenSky deliveries, relying on KAST.
  • Coordinate with all stakeholders: Topsky-ONE Product, Instances, other OpenSky projects, Disciplines, and partners.
  • Integrate into the multi-site and international project context with possible travel.
  • Report progress and forecasts to projects and the organization.
  • Responsible for continuous improvement of OpenSky.

WHAT WE CAN ACHIEVE TOGETHER:

The strategy of the "Airspace Mobility Solutions" (AMS) Business Line is based on two major transformations.

  • The establishment of a new product policy based on a coherent portfolio of products for the global market.
  • The identification of new Air Traffic Control (ATC) capabilities significantly increasing our order intake by complementing our traditional ATC offering with new digital technologies and applications.

Product development began in 2024, and the challenge ahead consists of 3 points:

Building the foundations of a multi-client product with regular releases. Providing an ambitious functional and technical roadmap for ATC (re-platforming and containerization, continuous integration and deployment, process automation, urbanization). Increasing the efficiency of the engineering process to meet budget and planning and prepare for service delivery.

The product is Topsky-ATC ONE: in its next version, it will be deployed on the OpenSky platform, based on the KAST solution, adapted to the functional, technical, Safety & Cyber context of the ATM world.

Responsibilities

Project Management: Plan, track, coordinate, and supervise engineering activities to ensure delivery on time, cost, and quality.

Team Coordination: Work closely with all stakeholders, including PDA, Scrum Master, PO, engineering, architecture, development & IVV teams to ensure effective project execution.

Agile Collaboration: Promote and apply Agile methodologies to ensure continuous delivery and continuous process improvement.

More specifically:

  • You structure and manage the project at all levels (EMP/OBS/WBS/KPIs/JIRA/Team animation/presentations) so that everything is driven by organizational expectations, by clients (internal & external) and associated deliverables.
  • You are responsible for the financial and technical management of the project: technical progress is based on tangible data, and you track EVM.
  • Regarding subcontracting, you are responsible for its monitoring and future strategy.
  • In an Agile organization, relying on PDA, IVVQM, PO, and Scrum-Master, you coordinate disciplines to design, develop, qualify, and deliver the solution.
  • You are responsible for monitoring the Operational and Security Maintenance of OpenSky, particularly after the deployment of Topsky-ONE instances.
  • OpenSky relies on KAST: you coordinate the associated dependencies to secure OpenSky deliveries.
  • You coordinate with all stakeholders: Topsky-ONE Product, Instances, other projects relying on OpenSky, Disciplines, and partners.
  • You integrate into the multi-site and international project context with possible travel: OpenSky teams are between Rungis and Toulouse, Topsky-ONE teams are in France, Australia, and Romania.
  • You report progress and forecasts to projects and the organization.

You are responsible for the continuous improvement of OpenSky

The ideal candidate will have:

  • 5 to 10 years of experience in industrial engineering project management, ideally in air surveillance systems.
  • Experience in several engineering disciplines.
  • Experience on projects related to cloud technologies, Kubernetes, KAST, Ansible…

Experience with Agile methodologies (Scrum, Kanban, Safe, etc.).

The ideal candidate will have these skills:

  • Recognized leadership and management skills
  • Perspective, ability to prioritize.
  • Project management (MS Project, Jira, Primavera, EVM, EAC….).
  • Experience in several engineering disciplines
  • Experience on projects related to cloud technologies, Kubernetes, KAST, Ansible…
  • Knowledge of DevOps practices and CI/CD tools (TDB, GitLab CI, etc.).
  • Excellent written and oral communication skills, in French and English
